Hi, We are currently six months into our plan and have just completed phase 1 which is SCADA master to EMS communications via commercial data networks. The phase 2 proposal will be direct EMS to existing RTU communications. The phase 3 proposal will be RTU upgrades at key sites. The phase 4 proposal will be integration of a high reliability voice communications network with the RTU data network. The major key to sucess so far has been the co-operation of the commercial carriers. We are using 2 carriers and have had very good sucess with one, but not with the other. Hydro Quebec has been very sucessful with their system and there are other utilities who are doing or have done the same thing. I'm told that there is one utility in the US who have installed their own high speed wide area network and are using it for protective relaying, voice, SCADA and administrative data. I'll post a more detailed report on Phase 1 in the next couple of weeks.
