I have come across a specification for RTUs which includes the following
protocol:
Control Data (CDC) Synchronous Type II protocol
This appears to be used in an old Load Despatch centre.
Control Data are a software company but with no SCADA penetration.
Does anyone out there know the background to this protocol ?

Control Data used to be in the SCADA/EMS business. Some time ago they
became Empros which is now Siemens-Empros in the US.
Test sets are available from Siemens-Empros for this protocol.
ABB have used it on their BECOS SCADA products (30 or 40).

Dear Steven,
Both of these protocols are Vendor specific.
Empros produced CDC Type I and II and do sell test
sets for them so you may be able to purchase
a protocol description from them.
Foxboro LN produced Conitel and some of the versions of
Conitel require a license. Again you may be able to
get a protocol description from them.
NOTE: these protocols are NOT async/byte based
and you will require some form of protocol converter
to communicate with these protocols if you are
using a standard UART.
AND there are at least two versions of CDC Type II
that I know of that have a different format at the
data link level.
