Simultaneous Policy (SP) to be implemented when the
governments of all, or sufficient, nations have likewise

Parliament, a Bill to conduct a referendum to delete
Section 128 of our Constitution and to substitute [an
alternative clause] that any Citizen or group of Citizens
eligible to vote for the election of the House of
Representatives may initiate a proposal for change to the
Constitution.
