increasing the minimum vehicle licence driving age from 17 to 18.
“You can teach driving skills, but you can’t teach judgement!”

Judgement depends on the continued development of the frontal lobes
of the brain. For girls, this reaches its maximum at about 23 years of age.
For boys, the frontal lobes reach their maximum development at about 25 years.
