A Content cluster may be made up of one or more paragraphs. It is important, however, that the reader knows that the new paragraphs are part of the same content cluster and there has not been a change of topic. This is done by signalling to the reader whether the information is more of the same or new.
As with sentences, paragraphs also must contribute to the rhetorical structure of the text. They can even fulfill many of the same functions of sentences on a broader scale.
