The expiry time is to limit how long to hold onto transactions to ensure that duplicates are not processed. Long expiry times will likely have to attract a fee if storage or processing time becomes an issue.
No fees are expected to be charged for this system unless genuine operating costs require it. All you need is a gpg key to use it.
