Vietnam succeeds in poverty reduction efforts  

 
The Food and Agriculture Organization (FAO) has announced a report, Pathways to Success, accordingly, many countries have achieved and are on the way to reduce by half the number of poor people by 2015.

Thirty-one out of 79 countries in the FAO list have markedly reduced the number of poor families compared to the early 1990s, including the 4 most successful countries (Vietnam, Armenia, Brazil and Nigeria).

The report also shows four common factors to successfully reducing the ranks of poor people including creating favourable conditions for economic development and people’s prosperity, investing in poor rural areas and shielding people of most risks, maintaining achievements, and having sustainable development plans.

According to FAO, the world summit on food security will take place in Italy from November 16-18, with an aim to promote agricultural production and poverty reduction. Before the opening session, FAO is expected to open an anti-poverty strategy on the Internet.

Gov’t permits foreign consultants to involve in planning Central Highlands City  

 
VGP – Upon the proposal of the People’s Committee of the Central Highlands province of Đắk Lắk, Deputy PM Hoàng Trung Hải agreed that foreign advisors will be hired to make the construction plan for the province’s capital city of Buôn Ma Thuột.

Under the PM’s Decision 1181/QĐ-TTg dated on September 7, 2006 approving the master plan for the construction of Buôn Ma Thuột City to 2025, the city will become a key center of the Central Highlands.

Its old urban areas will be upgraded and new ones built. Traditional villages and garden-houses will be founded in the city’s outskirts.

Vietnam – one of world’s most peaceful nations  

 
Vietnam was named among one of the most peaceful nations in the world at a Global Symposium of Peaceful Nations held in Washington, DC, from November 1-3.

The symposium, co-organised by the Fulbright Centre and the Alliance for Peacebuilding (AfP), two US non-profit organizations, aims to build a more peaceful world and honours the most peaceful countries in the world.

The symposium attracted the 18 countries with the highest Global Peace Index (GPI) in 2009. The GPI, produced by the Institute for Economics and Peace in Sydney, Australia, is composed of 23 qualitative and quantitative indicators.

Vietnam ranks 39th among 144 countries in the GPI’s ranking and second after Singapore in South Asia and Southeast Asia.

According to a report of the symposium’s organizing board, Vietnam has made significant contributions to peace. Although the country recently fought two wars it is now one of the most peaceful countries in Southeast Asia. Vietnam has achieved stability through an economic reform that the world knows as “Doi Moi”.

The report emphasised that Vietnam is always committed to peace and security in the region and the world and sets an example in military restraint.

Pham Van Chuong, vice chairman of the Vietnam Peace and Development Fund said many countries have praised Vietnam’s success in maintaining peace through economic development, improving local people’s living condition and supporting other countries.

NA sets economic growth at 6.5 percent for 2010  

 
VNA 06/11/2009 - Vietnam has set targets of growing the economy by 6.5 percent and reducing its poverty rate to less than 10 percent next year.

These were among targets set in a resolution on the socio-economic development plan for 2010 which was adopted by the National Assembly (NA) in Hanoi on Nov. 6 with 85.4 percent in favour.

The resolution also sets out to raise export turnover to over 6 percent, create 1.6 million jobs, including sending 85,000 workers aboard, and achieve a patient/bed ratio for hospitals of 27.5 per 10,000 people. It plans to boost the rates of access to clean and hygienic water for the rural and urban populations to 83 percent and 84 percent, respectively, as well as increase forest coverage to 40 percent.

The resolution clearly aims at achieving the overall goal of obtaining greater economic growth than in 2009 along with increasing macro-economic stability, improving the quality of growth, preventing the recurrence of high inflation, and ensuring social security.

Integration and improving the effectiveness of international economic cooperation, political stability and social order, and ensuring national defence, security are also among the resolution’s overall goals.

Additionally, the same day, NA deputies were presented with reports on the implementation of the Dung Quat oil refinery project and plans to invest into two projects; the Lai Chau hydro-electric power plant and the Ninh Thuan nuclear power plant.

Construction of the Dung Quat oil refinery is now fundamentally complete, Industry and Trade Minister Vu Huy Hoang said, adding that the plant produced 39,000 tonnes of LPG, more than 198,000 tonnes of unleaded petrol, 142,000 tonnes of diesel, and 30,000 tonnes of kerosene as of Aug. 15.

Also, the Son La hydro-power plant project is on track to put one generator on line to produce electricity in December of next year and the project will be completed two years later./.

Overseas remittances to reach US$6.8 billion in 2009 

 
The Ministry of Finance has forecasted that the total amount of money sent by overseas Vietnamese to back home would reach US$6.8 billion by year’s end, US$0.4 billion less than last year.

Early this year, the figure was first projected to drop by 15-20 percent to US$5.8-6 billion.

Hanoi marks 10th anniversary of City for Peace recognition 

 
(VNA) A ceremony to mark the 10th anniversary of Hanoi’s recognition as City for Peace by UNESCO was held on October 27.

Addressing the event, the Chairman of the municipal People’s Committee Nguyen The Thao stressed the title was the recognition of the international community, adding that the UNESCO General Assembly’s decision to take part in the organisation of Thang Long-Hanoi’s millennial celebrations in 2010 is a great honour for the city.

On the occasion, he sent out a message that the capital city of one thousand years is dynamically developing and together with international friends trying for an everlasting peace on earth, creating a stable ground for development, prosperity and integration.

Cuban Ambassador to Vietnam Fredesman Turro Gonzalez who have been living in Hanoi for more than 20 years also expressed his love to the city as his second homeland.

“Hanoi today is making great efforts to deserve the title,” he said. “It has become an important city in the Southeast Asia, having hosted and will host important events during Vietnam’s integration process into the region and the world, and contributing actively to the common struggle for peace in the world.”

In 1999, Hanoi was among five cities in five continents presented with the “City for Peace” award by the UNESCO to recognise its contributions to the struggle for peace as well as its development that meet the organisation’s standards of equality in the community, the urban construction, living environment protection, culture and education promotion, and care for young generations.

Efforts pooled to overcome storm Ketsana’s aftermath 

Nhan Dan – Vietnam’s leaders, armed forces and people are making every effort to help storm-hit provinces surmount the severe consequences of the tropical storm Ketsana.
 

So far, at least 162 people have died, 13 are still missing and 616 injured. About 21,429 houses were swept away and collapsed; other 258,306 houses were unroofed and damaged. 218,249 houses, 5,280 classrooms, 12,604 head offices of the People’s Committees and health stations were submerged.

Additionally, more than 35,741 hectares of rice, 44,013 hectares of other food crops and 26,209 hectares of industrial crops were inundated by flood water.

Besides, the traffic and irrigation works and electricity systems were seriously damaged.

The whole country is rushing to the help of storm-hit compatriots and has been giving relief aids to damaged areas. The Government has decided to allocate an amount of VND 414 billion to 31 storm-hit provinces to evacuate storm victims to safer places and help stabilise their life. Specifically, each province of Cao Bang, Lai Chau, Lao Cai, Phu Tho and Thanh Hoa is granted a financial support of VND 20 billion. VND 15 billion is allocated to each province: Bac Can, Nghe An, Quang Tri, Gia Lai and Dac Nong and VND 13 billion to each province: Bac Giang, Ha Nam, Quang Binh. Each VND 10 billion is granted to Son La, Ninh Binh, Thua Thien – Hue, Quang Ngai, Ninh Thuan, Binh Thuan, Soc Trang, Dong Thap, Ca Mau and Ben Tre. VND 22 billion, 21 billion, 16 billion and 5 billion are given to Yen Bai, Ha Giang, Ha Tinh and Bac Ninh respectively. Hoa Binh and Binh Dinh are given VND 12 billion each. Phu Yen and Quang Ninh are given VND 6 billion each.

Vietnam has continued to receive messages of sympathy and relief aids from foreign countries and organisations. The World Vision has granted an emergency aid of US$30,000 to children and households in Da Nang, Quang Tri and Quang Ngai. Also, the organisation will mobilise an amount of US$500,000 to help about 50,000 residents in 14 areas in the Central region. Besides, the World Vision has sent rice, instant noodles and fresh water to storm-hit victims. Many other domestic and international organisations have pledged to grant financial support to the storm victims in Vietnam.

UNESCO recognizes Quan họ as world’s cultural heritage  

VGP - The United Nations Educational Scientific and Cultural Organization (UNESCO) on September 30 recognized Quan họ (folk songs and their performances in the northern provinces of Bắc Ninh and Bắc Giang) as one of 76 new additions to the representative list of the intangible cultural heritage of humanity.

The 76 inscriptions were honored from 111 nominations from 34 nations by the UNESCO’s Intergovernmental Committee for the Safeguarding of the Intangible Heritage at its 4th session in the United Arab Emirates from September 28 to October 2.

The UNESCO highly appreciated Quan họ’s special cultural values in terms of social practices, performance arts, singing techniques, cultural behaviors, lyrics and costumes.

Many of the villages still practicing the singing are twinned and reinforce their relationship through customs such as Quan họ folk songs. The songs are performed as alternating verses between women from one village who sing in harmony, and men from another village who respond with the same tune but different lyrics.

To date Việt Nam has had three such intangibles recognized by UNESCO. They are the Huế royal court music, the Central Highlands gong cultural space and now the Quan họ folk song.

On October 1, the UNESCO’s Intergovernmental Committee inscribed Việt Nam’s ca trù (ceremonial singing) on the List of Intangible Heritage in Need of Urgent Safeguarding.

Promoting culture, arts, sport and tourism activities in rural areas 

Nhan Dan - A co-ordination programme which aims to promote culture, arts, sport and tourism activities in rural areas in the 2009-2014 period was signed by the Vietnam Farmers' Association and the Ministry of Culture, Sports and Tourism in Hanoi yesterday.
 

Under the signing content, the two sides will co-ordinate in mobilising funds, creating conditions for the Association’s member and farmers participating in buiding material facilities, cultural institutions... Thus, each village will have at least one house of culture and one sporting hall.

Besides, the Ministry of Culture, Sports and Tourism and the Vietnam Farmers' Association will help build eco-tourism models in localities as well as promote reading culture among people in rural areas.

Awards presented to top FDI businesses

Nhan Dan/VNA - Deputy Prime Minister Nguyen Thien Nhan yesterday presented the ‘Vietnam Golden FDI’ awards to 85 FDI businesses and 15 entrepreneurs that have attained the most outstanding production and business performances at home and abroad.
 

“The Vietnamese Government always attaches importance to attracting foreign direct investment (FDI) and considers it an important resource for national development,” he emphasised.

The Deputy PM reiterated that the Government would further improve the investment environment for attracting more foreign investors in Vietnam and encouraging local businesses to invest in other countries.

He said he hoped the slogan ‘For a friendly and developed Vietnam’ will become a motto of operation of all FDI businesses in the coming time.

The award-winners were selected by the Association of Foreign Invested Enterprises in co-ordination with the Thien Ngan Communications Join Stock Company under the sponsorship of the Ministry of Planning and Investment, the Ministry of Trade with the aim of honouring and encouraging the FDI businesses in Vietnam and the Vietnamese businesses investing abroad, which have made a great contribution to the Vietnamese economy.

At a conference themed ‘For a friendly and developed Vietnam’, which was part of the ‘Vietnam Golden FDI’ event, most participants shared the view that the investment and business environment in Vietnam has been improved.

Tom Chong, Deputy General Director of Ernst & Young Vietnam – the world’s leading consultancy, financial transaction, tax and auditing service provider, said Ernst & Young Vietnam has doubled the scope of its operation in Vietnam over the past three years thanks to the Vietnamese Government’s adoption of a host of practical policies and laws.

That all the foreign investors coming to Vietnam over the past three years have been major multi-national groups shows their recognition of positive improvements in Vietnam’s investment and business environment, he said.

Director General Manuelito Jose De Dios of the AkzoNobel Vietnam Company of the Holland-based AkzoNobel Group highly valued the Government’s deployment of the stimulus packages, especially those for investment and consumption, and the State Bank of Vietnam’s prompt intervention in slashing lending interest rates and stepping up banking payment.

He reckoned that those efforts have helped not only boost the Vietnamese national economy but also facilitate foreign-invested businesses in the country.

Sharing the views with Ernst & Young Vietnam and AkzoNobel Vietnam executives, Hsu Jung Chun, the Director General of Jia Non-Biotech – a Chinese company specialising in agriculture, commented that “Vietnam’s investment environment is getting more and more suitable for foreign businesses”, with better managerial capacity and transparent taxation policy.

At the conference, FDI businesses also frankly pointed to existing obstacles that are hindering business and investment activities, including underdeveloped infrastructure, a lack of high-skilled human resources and competent managers, and overlapping, complex investment licensing procedures.

They urged the Government to quickly remove those obstacles to help the country sharpen its competitive edge and improve development capacity.

However, many FDI businesses still chose Vietnam as “an attractive destination for investment” and expressed their strong belief in a future expanded operation environment in the country thanks to the Government’s due attention and policies.

Since the Law on Foreign Investment enacted in 1988, more than 10,000 FDI enterprises have operated in Vietnam with a combined capital of US$174 billion. They have created direct jobs for nearly 2 million people and indirect jobs for millions of others.

According to the Ministry of Planning and Investment, Vietnamese businesses have invested in 440 projects in 49 countries and territories at a total registered investment capital of US$6.8 billion.

Vietnam’s ‘Best Brands’ climb rankings  

Hanoi, Ho Chi Minh City and Hoi An town, and several hotels and resorts in the country have won a number of Best Asian Travel Brands 2009 after a recent travel poll by the Hong Kong-based Smart Travel Asia online magazine.
 

The ancient quarter of Hoi An in the central province of Quang Nam climbed one place to fifth among the Top Ten Holiday Destinations, Hanoi climbed two places to 6th among the Top Ten Cities for Shopping, while Ho Chi Minh City, together with Seoul and Taipei, placed 10th in the Top Ten Cities for Business.

The rankings for a number of Vietnam’s major hotels and resorts also improved over last year’s poll. Sofitel Metropole Hanoi ranked second and Nam Hai resort in Hoi An town came in 9th among the Top 25 Leisure Hotels and Resorts. According to the Vietnam National Administration of Tourism (VNAT), Smart Travel Asia’s annual online poll collects people’s opinions about tourism destinations, aviation services, hotels and resorts.

Vietnam’s entry into several Top Ten lists marks growing improvement in its profile as a tourist destination.

The VNAT stated that the achievements were attributed to the country’s stimulus measures to recover the industry from the impacts of the global economic crisis and the A/H1N1 influenza epidemic.

The number of foreign visitors to Vietnam saw signs of recovery after steadily decreasing in the early part of the year. The agency reported that the country welcomed almost 315,000 foreign arrivals in August, a 16% increase over July.

HCM City to host regional tourism conference 

VOV 09/10/2009 - The first-ever regional conference to encourage businesses to invest in tourism in Vietnam, Laos and Cambodia will be held in Ho Chi Minh City from September 30 to October 1. 
 

The HCM City Municipal Department of Culture, Sports and Tourism says that using the theme of “Three Nations – One Destination”, the conference will promote the three countries as an ideal region for tourism investment and development.
The event will be attended by government delegations from the three countries and many other international delegates who will discuss issues related to tourism investment and development in Vietnam, Laos and Cambodia.
The conference will provide a forum in which tourism organisations of the three countries can introduce their latest development strategies to international businesses.
The event is being held on the sidelines of the 5th international tourism exhibition taking place in HCM City from October 1-10. This exhibition is expected to attract more than 150 international travel agents from 15 countries and territories.

State President praises outstanding students 

VGP - State President Nguyễn Minh Triết praised 852 most outstanding students from 27 northern cities and provinces at an annual award-granting ceremony in Hà Nội on September 13.

At the ceremony, called “Hoa Trạng Nguyên” (First-grade Doctoral Laureate Flower), the second ever-held event of its kind, the State President said that he hoped the students would bring national pride into play and overcome all challenges to highlight the spirit and intelligence of Vietnamese people.

The 852 students in the Northern region account for half of excellent students in the whole country. They include disadvantaged youths in rural and remote areas.

On September 12, the State Presidents received and presented gifts to 119 students who represent 1,655 “Hoa Trạng Nguyên” winners.

VN Petroleum Association founded  

VGP – The Việt Nam Petroleum Association (VNPA) made the debut and organized its first congress this morning.
 

VNPA is a socio-occupational organization administered by the Ministry of Industry and Trade (MIT).
In the term of 2009-2013, the Association will focus on professional activities. In the near future, VNPA will advice PetroVietnam in designing the five-year plan 2011-2015, mapping out national energy policies, and assessing and approving investment projects at home and abroad.
According to MIT Deputy Minister Bùi Xuân Khu, the establishment of VNPA will bring about a new strength for Việt Nam’s petroleum industry to make greater contributions to the country’s development.

Green industry strategy by 2020 announced  

VGP – Recently ratified by the Government chief, the Cleaner Industrial Production Strategy by 2020 stipulates five major projects and many new directions and solutions to raise industrial producers’ awareness of this model of production.

The Strategy requires broad application of green production in order to effectively consume natural resources, materials and fuels, minimize emission and pollution, better environment and ensure sustainable development.

Specifically, five major projects will be carried out until 2020, focusing on increasing producers’ awareness and capacity, building and operating databases and websites on clean production, providing technical assistance, forming a network of organizations facilitating green technology applications, and improving financing mechanism for green industrial production.

According to the strategy, by 2020, 50% of producers will have to adopt green technologies so as to save around 8-13% of energy consumption. About 90% of large and medium enterprises will have units in charge of green production.

In addition, standards of green production must be inserted in industrial development strategies.

Research institutes and industry establishments are encouraged to shake hands in researching, transferring and applying clean technologies.

The State pledges to offer preferential credits for green industrial projects, encouraging both domestic and foreign players to engage in developing environmentally friendly technologies.

Vietnam wins four medals at Int’l Chemistry Olympiad 

Nhan Dan – All of the four Vietnamese students competing at the 41st International Chemistry Olympiad have won medals including one gold, two silvers and one bronze.
 

The gold medal went to Vu Minh Chau, a 12th grader majoring in chemistry from the University of Natural Sciences under the Hanoi National University.

Two silver winners are Le Duc Anh, a 12th grader majoring in chemistry from the Tran Phu Senior Secondary School for Gifted Students in Hai Phong city and Luu Nguyen Hong Quang, an 11th grader majoring in chemistry from the University of Natural Sciences under the Hanoi National University.

The bronze medal was snatched by Le Thu Huong, a 12th grader from Hung Yen Senior Secondary School for Gifted Students.

Giong Festival expected to be recognised world intangible cultural heritage 

VNA 20/07/2009 - The Hanoi People’s Committee has requested that steps be taken for the local Giong Festival to be considered for UNESCO’s recognition as intangible cultural heritage of the world.

The Ministry of Culture, Information and Tourism has been asked to consider the proposal, which if accepted would put the Vietnam Culture and Art Institute in charge of creating a dossier for submission to UNESCO in August.
The Giong Festival is held from the sixth to the 12th day of the fourth lunar month every year at Phu Dong (or Giong) Village in Gia Lam District, Hanoi, as well as in some other regions of the capital including Phu Ninh Village in Soc Son District and Xuan Dinh Village of Tu Liem District. The main festival day is on the 9th day of the month.
The festival is original, because it commemorates a legendary character that ancient Vietnamese turned into an immortal saint, according to Professor Nguyen Chi Ben, head of the Vietnam ’s Culture and Art Institute.
Cultural researcher Ben said: "This is not only the biggest festival in the capital city, but also the biggest in the entire northern plain."
The festival celebrates Saint Giong, a legendary Vietnamese hero who fought against the northern invaders.
The legend says that once upon a time, a poor woman from Giong Village went to the rice paddy and saw a giant step. Curious, she stepped onto the step; not long after, she discovered she was pregnant and then gave birth to a son she named Giong. As a three-year old, the boy still didn’t know how to speak and never laughed. But when the country was invaded, the boy suddenly began to speak and asked the King to give him an iron horse, an iron suit of armour and an iron rod, so that he could fight against the invaders. He then rose up to become a giant.
After having fought triumphantly the enemy, he and his horse went to Soc Mountain . On the mountain top, he removed his armour and flew into the sky with his horse.
This festival is considered one more testament to the indomitable spirit of the Vietnamese nation when pitted against foreign invaders.
Festival performances recount Saint Giong’s celebrated battles as his troops squared off against the aggressors, symbolised by crowds of people from four communes in Phu Dong Village .
The festival also involves young boys and girls acting out the performance’s most important parts, after having practiced for the festival all year./.

Đà Lạt Flower Festival 2009 to be held in December 

VGP - A five-day festival, under the motto "Đà Lạt - a City of Thousand Flowers," will take place in Đà Lạt City of Lâm Đồng Central Highlands Province on December 18-22. 
The festival will center on programs to honor the value of floriculture in Đà Lạt.

During the festival, a series of events will be organized, including the display of flower streets, flower towers, and flower islands in the city center, an international exhibition of flowers and bonsai, and a flower parade.

In addition, there will be a wine gala dinner and flower wedding ceremonies.

The biennial Đà Lạt Flower Festival was selected by the Ministry of Culture, Sports and Tourism as one of the most important national events to welcome the 1000th birthday anniversary of Thăng Long-Hà Nội.

The festival will forge a playing ground for local floriculturists and their domestic and foreign counterparts as well as flower lovers, businessmen and scientists to meet and exchange views.

Vietnam’s economy begins recovering: int’l economists 

VOV 30/06/2009 - Bloomberg, the leading US financial information services company quoted foreign economists as saying on June 29 that Vietnam’s economy began recovering in the second quarter of this year. 
“The worst has likely passed for Vietnam as well as the rest of the region,” said Paul Gruenwald, chief economist for Asia at ANZ in Singapore. “The focus now should be on assessing the strength of the recovery and how long it will take to return to potential growth.”
He added that the economy grew 3.9 percent in the first half from 3.1 percent in the first three months. “The pickup in growth in the second quarter in Vietnam was domestically based thanks to the fuel, transport and garment industries”, he said. He estimated that the GDP will grow more during the rest of 2009 as the fiscal stimulus plan continues.
International experts said that most countries have passed the depths of the crisis and those with strong domestic growth generators will benefit more and recover faster. “While Vietnam’s exports remain fairly lackluster, the economy is well supported by pro-growth government policies”, they said.
Some experts said that Vietnam, Indonesia, China and India, where growth remained positive amid the global slowdown, are examples of economies that have shown more resilience than other export-dependent nations because of domestic consumption.
Credit Suisse Group AG last week raised its growth forecast for Vietnam, predicting the economy will expand 4 percent this year, from an earlier estimate of 2 percent.
Expectations of high inflation in Vietnam are constraining the government’s efforts to support growth by easing fiscal and monetary policy, Standard & Poor’s Ratings Services said in a report on June 10.

Rice exports to hit record high of 6 million tonnes 

VOV 01/07/2009- Vietnam is expected to export 6 million tonnes of rice this year thanks to the signed contracts with importers and an increasing demand from major markets. 
By the end of June, the country has shipped 3.642 million tonnes of rice abroad and earned US$1.427 billion, according to the Vietnam Food Association.
The signing of new export contracts has made a positive impact on the domestic rice market. The price of high-quality rice of the early summer-autumn crop in the Mekong River Delta now fluctuates at VND4,200-4,300 per kilogram.
According to rice experts, about 2 million tonnes of summer-autumn rice will be reserved for export. With an additional 300,000 tonnes of high-quality rice from the winter-spring crop in stock, Vietnam is expected to fulfil the signed export contracts this year.

Positive economic signals forecast for second half  

VNA 29/06/2009 - Vietnam’s economy will see positive developments in the second half of the year as the government’s loosened monetary policies and stimulus packages become effective, said a senior economic expert.
According to Dr. Le Dinh An, Director of the National Centre for Socio-economic Information and Forecast (NCSIF) under the Ministry of Planning and Investment, Vietnam’s exports are expected to increase in the rest of the year when world prices, especially prices of export staples, are predicted to rise again, along with increasing export demand as a result of trade promotion and outlet expansion to China and Africa.
The global trade may recover sooner than expected, he said, adding that big economies have joined hands to put forth anti-crisis measures and taken the advantage of the crisis for effective restructuring.
The NCSIF forecasts that this year, the industrial sector’s growth rate will reach between 4.6 percent and 5.2 percent while the agricultural and service sectors will grow at 3.4-3.7 percent and 4.9-5.8 percent, respectively.
The country’s consumer price index (CPI) in 2009 is estimated to stand at 7.51 percent, according to the centre.
An also said that prices may rise again during the last months of 2009 due to increasing crude oil prices which now stand at nearly 70 USD per barrel.
In addition, a huge sum of money has been poured into the market to implement the government’s stimulus packages and social security policies while domestic production is yet to recover. This may lead to a money-commodity imbalance, a reason for price hikes, he said.
The NCSIF director also predicted a higher domestic consumption and inflation rate for the year-end unless due attention is paid to price control measures.

Over VND45,000 billion spent to build and upgrade hospitals 


The Prime Minister has signed a decree approving a project to build and upgrade hospitals specialising in tuberculosis, mental disorders, tumours and paediatrics as well as provincial general hospitals in mountainous areas, with a total investment of VND45,280 billion.

The project will use Government bonds and other capital sources during the 2009-2013 period.

The objectives are to help poor people in remote areas gain access to high-quality public health services, reduce hospital overload, and improve staff quality.

Hospitals to receive funds include 78 general hospitals, 55 tuberculosis hospitals, 40 mental hospitals and centers, 33 paediatric hospitals, 9 tumour hospitals and centers and 7 tumour faculties belonging to general hospitals under the Ministry of Health, the National Institute of Infectious and Tropical Diseases and the Can Tho Medical-Pharmaceutical University.

Investment in education and health for women and girls are smart investments 

(CPV)- On the occasion of the 2009 World Population Day with a theme of “Responding to the Economic Crisis: Investing in Women is a Smart Choice”, the Ministry of Health (MOH) and the United Nations in Vietnam have made a call to keep on investing in women’s health and ensuring continued progress towards achieving the Millennium Development Goals, despite the recent global economic crisis.


The economic crisis has already affected progress towards improving women’s health and reducing poverty. Women and girls suffer disproportionately during times of economic crisis. To protect their rights to health, there is an urgent need for increasing social investment, especially in reproductive health, according to the Government and United Nations officials.

“The global financial crisis is forcing all of us to save and cut costs where we can. But our work for the women of the world must continue undiminished. When you empower a woman, you empower a family. When you empower a woman, you change the world,” said the United Nations Secretary-General Ban Ki-moon, on the occasion of the World Population Day 2009.

In the Government’s socio-economic development plan (2006-2010), Vietnam plans to reduce the maternal mortality ratio to 60 per 100,000 live births by 2010. In order to achieve this, and thereby reach the Millennium Development Goal of reducing maternal mortality by 75 percent by 2015, Vietnam needs to make concerted efforts. However, the economic crisis represents a challenge for Vietnam in terms of maintaining this steady progress. Recently, there has been an increase in the maternal mortality rate, especially in remote and disadvantaged areas.

“Our collective efforts to achieve the MDGs must remain a priority. We must join forces to advance women’s empowerment and ensure universal access to reproductive health by 2015. Reproductive health services are key to protecting the health of women, mothers and their babies,” said Mr. Nguyen Ba Thuy, Vice Minister of Health and General Director of the General Office for Population and Family Planning.

Over the past years, progress has been made in expanding access to reproductive health and integrating family planning in pre- and post-natal care and HIV prevention. In addition, use of modern contraception has increased and stronger programmes, policies and laws for reproductive health and rights have been established.

“In this time of global economic crisis, we must protect the gains achieved by increasing resources for reproductive health, including family planning, so we can make greater progress for women and families,” said Mr. Bruce Campbell, Representative of the United Nations Population Fund (UNFPA), on behalf of the United Nations Country Team in Vietnam.

“Investments in education and health for women and girls have been linked to increases in productivity, agricultural yields, and national income. There is no smarter investment, with such high economic and social returns, than investing in the health and education rights of adolescent girls and women,” added Mr Campbell.

To keep up the momentum in achieving MDG5 on maternal health, efforts should be devoted to enhancing the quality of safe motherhood services for ethnic minority people in remote and mountainous areas. It is also essential to strengthen the knowledge, skills and attitudes among service providers of maternal health and newborn care. Above all, priority should be on skilled attendance at delivery with a strengthened referral system to a centre which can respond to pregnancy complications that might otherwise lead to a tragic and unnecessary maternal death.

On World Population Day 2009, the Ministry of Health and the United Nations in Vietnam pledge their commitment to support health and equal opportunity for all people. It is time to make health and reproductive rights a priority for all, especially for women.

This year witnesses the 20th annual World Population Day. The day’s inception in 1989 by UNFPA’s Governing Council prompted its acknowledgment by the United Nations General Assembly as an avenue for building better awareness of population issues and their relation to development.

NA deputies: Bauxite exploitation should be strictly inspected

National Assembly deputies on May 27 continued to discuss the issue relating to bauxite exploitation in the Central Highlands. Although the majority of them agreed with the guideline of the Party and Government, they said the project should be carefully studied, in order to ensure economic efficiency and mining impacts on the environment.

Deputy Le Thanh Phong from the Central Highlands province of Lam Dong said that several years ago, Lam Dong province thought of exploiting its bauxite, but it lacked the human resources. “The opening of the Tan Rai bauxite factory has created high spirit among cadres and people in the province after years of expectation,” he said.

According to Deputy Le Thanh Phong, the exploitation of bauxite will facilitate agricultural and forestry production.

Deputy Dieu K’Ke from the Central Highlands province of Dak Nong affirmed that the development of the bauxite processing and exploitation industries would contribute greatly to GDP growth, helping localities increase their budget and creating an impetus for socio-economic development based on industrialization and modernization.

“In the first phase of the Nhan Co bauxite – alumina project alone, each year, it is expected to contribute some VND 547 billion to the local budget, create jobs for 1,600 industrial workers, and stable jobs for 16,000 relevant labourers,” he said. “The exploitation will bring about the development of other services. This will help to shift the economic structure, from agricultural and forestry production into a multi-sector economy, with the industrial sector playing a basic role.”

However, some other deputies, including deputies Nguyen Minh Thuyet from the northern province of Lang Son, Nguyen Lan Dung from the Central Highlands province of Dak Lak, and Nguyen Dinh Xuan from the southern province of Tay Ninh, raised concerns over some issues relating to the economic efficiency and impacts on the environment.

According to deputy Nguyen Minh Thuyet, as the project is very large, with some VND 190-250 trillion to be mobilized from now until 2025 for a number of mines and factories, it is necessary that it be examined and decided carefully.

During the discussion, the Minister of Natural Resources and the Environment, Pham Khoi Nguyen clarified the protection of the environment during the exploitation of bauxite.

According to Mr. Nguyen, the ministry has undertaken a detailed study of the report on the influence on the environment by collecting the ideas of leaders and scientists, ensuring that it would be in the best interests of all concerned.

He said solutions to the restoration of land and the dealing with red mud had been worked out. Accordingly, the exploitation will be carried out in each 7-20 hectares of land, and the restoration will be conducted right after the exploitation.

Saying that environmental issues are very complex in the highlands with the annual rainfall of 2,000-2,800 millimeters, Minister Nguyen affirmed the ministry will do its utmost to ensure environmental protection, so that the Tan Rai and Nhan Co bauxite models will be conducted well.

ODA capital value posts more than USD 1,467 million in first five months

(CPV) - The Ministry of Planning and Investment (MPI) reported that the total value of signed ODA capital through deals with sponsors reached more than USD 1,467 million since early this year, including USD 1,448 million of loan capital and more than USD 19 million of refundable capital.

In May 2009, a project worth USD 7.79 million to develop agriculture in the West of Nghe An Province for the third phase was signed. This project comes from the refundable capital by Luxembourg.

Also according to MPI, in the first five months of 2009, total disbursed ODA capital value was posted at USD 720 million, 38 percent of the yearly disbursement target. Of this, disbursed loan capital amounted to USD 649 million and disbursed refundable capital is at about USD 71 million.

Vietnam maintains competitiveness for economic growth

VOV - The annual meeting of the Asian Competition Forum (ACF) took place in Hanoi on May 26 to discuss the effects of Anti-competitive Activities in Small and Developing Economies.

Specialists at the event analysed burning and practical issues facing these economies such as domestic monopoly, agreements that impede domestic competition, the implementation of laws on competition, and the practice of cross-national merger and acquisition (M & A).
Addressing the meeting, Deputy Minister of Industry and Trade Le Dang Vinh stressed that maintaining a competitive climate will boost the development of the Vietnamese economy, benefiting many enterprises and consumers, and laying equal legal foundations for businesses from all sectors.
Mr Vinh added that under its competition law, Vietnam has two related agencies – the Competition Management Department and the Competition Council. The first agency deals with unhealthy competition practices while the second handles anti-competitive activities.

Vietnam to hold the sixth European Day

VNA - The “2009 European Days” festival, the sixth to be held in Vietnam , will take place between now and early June, featuring 16 cultural and intellectual events that focus on the different European identities.
This was revealed at a press conference held by the European Commission (EC) and the embassies of several European Union (EU) countries in Hanoi on May 4.

The festival will open with an exhibition of artist Alberto Corazon’s paintings and sculptures which is sponsored by the Spanish Embassy in Hanoi .
A selection of 14 outstanding films produced by EU member countries will also be screened in the capital between May 11-21 and in Ho Chi Minh City from May 21-30.
The classic silent movie the “Potemkin Battleship”, made by director Sergeu Eisenstein in 1925, will also be screened during the festival.
Seminars on EU-Vietnam trade relations will be held in central Hue and Da Nang cities and a number of EU ambassadors will give presentations on climate change.
As with previous programmes, this year’s event will include a football tournament between European and Vietnamese children, a painting competition on gender equality and a festival of European cuisine.
At the press conference, Czech Ambassador Michal Kral, President of the European Union in Vietnam and Ambassador Sean Doyle, Head of the EC Mission, said that they hoped the month-long festival, which celebrates European Day on May 9, will help the Vietnamese people and the international community at large to get to know more about Europe through a series of interesting and entertaining intellectual activities./.

More Vietnamese trade bureaus to be established overseas

VNA - The Prime Minister decided on May 4 to set up Vietnamese trade bureaus in Israel, Venezuela, Panama and Saudi Arabia from now to 2010.
 

A sub-office of the Vietnamese trade bureau in the US will also be established in Houston.
Meanwhile, two more staff will be employed at the EU-Belgium trade bureau, which is headquartered in Brussels.
The decision will be effective from today, May 4./

April sees stability on monetary market and icnreasing investment

VGP – In April, the interst rates applied by credit organizations tended to increase slightly. The exchange rate between the US dollar and the domestic currency were kept stable.

Compared with March, the interest rate went up by 0.2-1.5% per annum. The interest rate of capital mobilization now stands at 7.1-8.6% per year while that of loans is fixed at 8-10.5% per year.

However, for US dollar, decreases were seen, by 0.5-1% per year for capital mobilization and 0.3-0.7% for loans standing at around 1.4-2.81% and 4-7% per year respectively.

Last month, the total means of payment was estimated to rise by 3.43% against March. The cash flow outside the banking system increased by 0.6% in comparison with the previous month.

The total balance of deposits in credit organizations was estimated to up 3.74% in April against March.

Investment in the economy went up by 4.86% compared with March and 11.16% against late 2008.

The State Bank of Việt Nam (SBV) revealed that, in April, it already submitted to the PM a mechanism to better manage gold trading centers.

The Bank also took many measures to increase the supplies of foreign currencies and stabilize the foreign currency market.

It directed provincial-level people’s committees to timely inspect and punish all organizations and individuals who priced their goods in foreign currencieṣ and involved in illegal trading of foreign currencies.

Asian, European businesses strengthen ties to get out of global crisis

VGP – On the sidelines of the 9th ASEM Foreign Ministers’ Meeting (FMM9) scheduled in Hà Nội late this month, there are many economic and cultural activities. The most noteworthy is the Asia-Europe Business Dialogue held in Hồ Chí Minh City on Wednesday, drawing the participation of diplomats, enterprises, researchers and experts from ASEM member countries.

ASEM helps to create a new comprehensive partnership between Asia and Europe for stronger growth and bring about a better understanding among peoples of the two continents

The dialogue is joint organized by the Việt Nam Chamber of Commerce and Industry (VCCI) and the Ministry of Foreign Affairs.

The dialogue consists of five sessions, focusing on such topics as (i) The impacts of the global financial crisis on ASEM economies and businesses; (ii) Promoting Asia–Europe trade and investment ties; (iii) Monetary policy in ASEM countries during and after the crisis – impacts on businesses; (iv) Policy recommendations on post-crisis sustainable development; and (v) How to accelerate the trade and investment relationship between Vietnamese and ASEM’s businesses.

Vietnam marks successful steps in coping with economic slowdown

The Standard Chartered Bank on April 19th released an announcement assessing Vietnam’s successful steps in coping with the economic slowdown.

Experts from Standard Chartered bank said that Vietnam had to face up to unsustainable trade deficits and high inflation 12 months ago. But, the two challenges have eased and positive signs lighted up hopes for economic growth during the medium term.

One of remarkable signs was exports seeing growth in February and March, 2009. Another remarkable sign was that in spite of Vietnam’s economic growth of 3.1 percent, in the first quarter, services still remained at an encouraging growth rate of 5.6 percent.

Specifically, experts affirmed that the global economic crisis did not affect Foreign Direct Investment (FDI) in Vietnam strongly. Because official statistics showed that Vietnam attracted USD 6 billion of FDI registered capital in the first quarter of 2009, much more than the USD 5.2 billion dủing the same period last year.

Furthermore, economic experts said that Vietnam’s economy itself is seeing positive signs. In particular, in the first quarter of 2009, the country’s trade surplus was USD 1.6 billion, an impressive figure against a trade deficit of USD 8.4 billion in the same period last year. This resulted from curbing the trade gap.

With the first oil refinery plant coming into operation this year, Vietnam is expected to have a decreased impact from crude oil price hikes. This is likely to help curb the domestic trade deficit thanks to fuel products.

More significantly, inflation continues to down slide. With this stabilization, Vietnam’s inflation is likely to decrease to one digit during the rest of the months of 2009.

Vietnam - an attractive destination for investors: Grant Thornton

More than half of investors surveyed by the Grant Thornton Vietnam said that Vietnam would be more attractive than other destinations in 2009.

The survey has shown that 67 percent of 169 domestic and foreign businesses were optimistic about their investments in Vietnam, particularly in unlisted companies.

Forty-two percent of the surveyed investors that have been pouring their money into more than one country said they planned to increase their investments in Vietnam.

Regarding Vietnam’s 2009 economic outlook, 37 percent of the surveyed businesses said it might worsen while 36 percent shared a rose-coloured view and the remaining 27 percent said it might be unchanged.

Vietnam’s economic growth remained strong in 2008 despite starting to down in 2007.

Vietnam still an attractive market for FDI: KPMG


(CPV)- The latest Emerging Markets International Acquisition Tracker (EMIAT) from KPMG’s Advisory practice has reported that foreign investors still see attractive opportunities in Vietnam although the propensity and capacity of foreign investors to do deals in emerging markets is generally down.

For those investors who are prepared to spend time to study the market and do careful diligent research, Vietnam still possesses many investment opportunities for the medium to long term investor.

According to the EMIAT, sectors that are attracting attention are fast moving consumer goods (FMCGs), media and entertainment, telecoms, financial services, infrastructure and real estate.

Truc Ba Ha, M&A Advisory Services at KPMG in Vietnam, commenting on the attractiveness of Vietnam, said: “The global economic crisis has obviously affected DtoE (developed-to-emerging) sentiments and M&A activities and FDI commitments, a major economic stimulus for Vietnam, are also expected to decline to an estimated USD20 billion in 2009 in comparison to USD64 billion pledged for 2008.”

“However, FDI disbursements in 2009 are expected to be similar to the 2008 level at approximately USD11 billion, an indicator that the appetite for Vietnam still remains strong,” he further said.

Vietnam will continue to be an attractive emerging market for both the mid and long term for local and foreign investors, since many of the fundamental characteristics still remain, such as favorable demographics, large private sectors, WTO commitments, business legislative reforms, large untapped rural markets a growing middle class, and most importantly the quiet confidence of the Vietnamese people about their future.

Also according to EMIAT, the second half of 2008 saw a 37% decline in developed-to-emerging (DtoE) deals. For the six months mentioned, only 230 DtoE deals were recorded by EMIAT, the lowest figure since the beginning of 2003.

EMIAT monitors deals in 11 developed economies (Australia, Canada, Germany, France, Italy, Japan, Netherlands, South Africa, Spain, the US, the UK) and 11 emerging, high growth economies (Vietnam, Brazil, China, Central & Eastern Europe, Hong Kong, India, Macau, Qatar, Russia, South Korea, the UAE), using data sourced from Zephyr. Deals involving private equity or institutional backing are not included, thereby creating a truer picture of the ability and appetite of trade buyers in a particular country to execute deals.

Hanoi: Five-star hotel occupancy rate only reach 52 percent

Surveys by CBRE in Hanoi, in the first quarter of 2009 showed that room usage at 10 five-star hotels in Hanoi only reached 52 percent, a 10 percent decrease year on year.


This resulted from a sharp decrease in the number of tourists and foreign businessmen, in spite of room prices being reduced to USD 139 a night on average, a decrease of 14 percent year on year.

Ms. Tran Thi Huyen Thanh, Director of the Sen Rung Travel and Trade Joint-stock Co., said that in the Northern and Central Coastal provinces, three-star hotels reduced costs by 10-30 percent, four-star hotels offered a 15 percent discount in room cost during summer 2009 and five-star hotels also discounted 20 percent. However, Ms Thanh complained that these decreases were too low and made it difficult to impress foreign tourists.

CBRE Managing Director Richard Leech said that five-star hotels need to reduce room rate to maintain the occupancy rate of 65 percent of 2008. As forecasted, Hanoi will have 1,800 more rooms at four-five star hotels during the 2009-2011 period.

Jetstar Pacific increases flights on domestic routes

(CPV)- The low-cost carrier Jetstar Pacific (JP) will increase a series of flights on domestic routes between big cities such as Ho Chi Minh City (HCMC), Hanoi, Danang, and Can Tho from June 1st.

In particular, JP will operate one more flight departing from Hanoi to HCMC at 7 am to meet the demand of businessmen. With this, JP will have 11 flights a day on the Hanoi-HCMC route.

Daily flights between HCMC and Danang will be increased to four. Flights departing from HCMC to Danang will leave at 6.45 am, 10.45 am, 3 pm and 7.30 pm while from Danang to HCMC departures will be at 8.30 am, 12.30 pm, 4.45 pm, and 9.15 pm.

The Hanoi- Danang route will have two flights a day. Flights departing from Hanoi to Danang will take off at 7 am and 3.25 pm and from Danang to Hanoi departures will be at 8.45 am and 5.10 pm.

For the Hanoi-Can Tho route, there will be one flight a day, replacing four flights a week. Flights will take off at 10.10 am from Hanoi to Can Tho and at 12.50 pm from Can Tho to Hanoi.

Other routes between HCMC and Hue, Vinh, Hai Phong and between Hanoi and Nha Trang will remain unchanged with one flight a day.

Tourists permitted to bring right-handed steering wheel cars to Vietnam

According a draft decree on right-handed steering wheel cars in Vietnam, only foreigners are allowed to own and drive this kind of car in Vietnam.

Right-handed steering wheel cars have to meet technical and environmental standards of Vietnam.
Besides observing regulations of the Transportation Association, drivers must have driving licences and obey Vietnam’s traffic laws.

Right-handed steering wheel cars have to run on roads that allow the circulation of this type of cars, running in groups with guiding cars.

For right-handed steering wheel cars coming from countries that haven't signed agreements on right-handed steering wheel cars with Vietnam, the diplomatic agencies of that country have to send diplomatic notes to the Vietnamese Transport Ministry to ask for permission. The Transport Ministry will consider them and answer.
 

Some groups of tourists using right-handed steering wheel cars, called canavan tourists, have recently came to Vietnam from Indochinese countries. Because of the lack of regulations on this type of car, travel agents and the Vietnam National Administration of Tourism had to ask for the prime minister’s permission.

Experts stay optimistic about economy

VNA - Local economists are maintaining that the national economy in 2009 is better off than many think, particularly amid the global economic situation.

The Head of Research under the Hanoi Socio-Economic Development Research Institute Nguyen Minh Phong told the Vietnam News Agency that Vietnam’s economy has shown positive signs of potentially stronger growth in the second half of the year.

Former State Bank of Vietnam Governor Le Duc Thuy said in a recent interview with the online newspaper VnExpress that the downturn had reached the bottom in the first quarter, and expects that the economy will start to improve in the near future.

“This is because the situation in Vietnam is not a crisis, but simply a downturn,” explained the economist.

The first government bailout package, which was launched in late January, has shown initial success. As a result, many enterprises, particularly small and medium-sized, have managed to implement several projects and some have announced they are again recruiting workers.

Declining foreign investment inflows are also showing signs of improvement, as they were only at a 4 fold year-on-year decline in March against an 8 fold decline in January.

Industrial production output has increased 2.1 percent in the first quarter despite numerous difficulties, while retail and service revenues surged by 22 percent.

Also, the government recently launched its second stimulus package to subsidise loan interest from April 1 this year to the end of December, 2011.

The move is aimed at infrastructure development, which Phong said will help enterprises cut production costs.

As for prospects for the national economy in the coming time, Thuy said the government’s recent adjustment of the growth rate to 5 percent for 2009 is within the range of predictions made by several international financial institutions, including Standard Chartered, the World Bank, the Asian Development Bank and the International Monetary Fund./.

Basa fish to be promoted abroad

VOV - Basa fish is one of Vietnam’s key aquatic export products, which is favoured by Egypt and other Middle Eastern countries. Although Egypt confirmed that Vietnamese Basa fish is completely safe, its importers and consumers need to be provided with complete information about this kind of fish.

At a recent conference in An Giang province, the Prime Minister directed relevant ministries and sectors to formulate a project on Basa catfish production and consumption, with the aim of turning Basa fish into one of the country’s major exports.

This is considered a correct policy as it will help increase seafood export earnings and generate jobs for local people in the Mekong River Delta which is the country’s largest aquatic farming area. Besides expanding the export markets, producers and processors are encouraged to safeguard and promote Vietnamese Basa fish abroad.

Between March 16-28, several Egyptian newspapers reported widely that Vietnamese Basa fish lived in a contaminated environment and that Basa fish products contained anti-biotic residue that could be harmful to consumers.

The misleading information, published in print and online newspapers, concerned Egyptian importers and consumers. The Egyptian embassy in Hanoi decided to temporarily stop granting licenses to consignments of Basa fish products for fear that the fish could affect consumer health.

Why and for what purpose was the incorrect information on Vietnamese Basa fish released? It is said that Egyptian importers circulated the news to get the lion’s share of the market. Some say Egyptian seafood producers and processors wanted local consumers to buy their products, while others say the imported Basa fish was offered at a lower price than similar local aquatic products, hurting domestic production.

The problem was only solved after relevant Vietnamese agencies, including the Vietnamese embassy in Egypt, the Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade, gave evidence showing that Vietnamese Basa fish is completely safe.

Shortly after that the Egyptian embassy in Hanoi resumed granting licenses to Vietnamese seafood businesses. Relevant Egyptian agencies, including the Ministry of Agriculture and Land Reclamation, the Ministry of Health and the Veterinary Quarantine Authority, confirmed that the Vietnamese fish is completely safe.

Egypt is a potential market for Vietnamese seafood, including Basa fish, with its import value reaching US$63 million in 2008 from just US$4.5 million in 2005. Together with an increase in the import volume, Vietnamese Basa fish was widely known in the country and several other Middle Eastern nations. Although Egypt corrected the information, consumers in the region have still felt uneasy.

“Basa fish is delicious and cheap and I had used it for several years until I found bad news about the fish in newspapers,” says Edat Tonba, who works for Sheraton Lux resort. “I didn’t dare to eat it. To re-build its image, I think Vietnam must have their fish products certified internationally.”

Wholesale fish markets and big supermarkets have been hard hit by the recent false information. Basa fish is no longer displayed at Obua wholesale fish market, about 40km from capital Cairo. The fish stored in freezing compartments is only sold when asked for by consumers.

At Gida fish market, shop owners say that over the past few days, they have only sold 10 kg a day - one fourth or one fifth of the volume months ago. Many owners have only ordered a small amount of Basa fish as they fear it will not sell well again.
Local importers and consumers were happy after the information on Vietnamese Basa was corrected by relevant Egyptian agencies. However, the importers say that the correct information should be further publicised through the media to help consumers gain an understanding of Vietnamese Basa fish.

“The number of consumers has fallen significantly and I think it will take them at least 2-3 months to use the fish again,” says Aden Mohmet, general director of Dream company which is one of the major importers of Vietnamese Basa fish.
“I think the Egyptian media and relevant agencies should further clarify information about Basa fish farming and processing as well as confirming that Vietnamese Basa fish products are safe.”

To make the fish a leading seafood export staple, experts say relevant Vietnamese agencies, businesses and craft associations should promote marketing and provide complete information relating to the safety and hygiene of Basa fish to importers.

Prospects for medium and long-term FDI projects

 

Since Vietnam joined the WTO in 2007, the flow of foreign direct investment (FDI) into the country has increased sharply from US$12 billion in 2006 to more than US$64 billion in 2008, a five-fold increase compared to the 2006 figure.

To date, Vietnam has so far had more than 10,500 foreign-invested projects in valid capitalised at over US$155 billion. More than 4,000 foreign-invested enterprises have been put into operation, contributing more than 40 percent of the country’s total industrial production.

Notably, total registered FDI capital in 2008 hit more than US$64 billion, a three fold increase over 2007 while disbursed FDI capital reached a record high of US$11.5 billion. This proves that Vietnam remains an attractive investment destination in the context of the global financial crisis.

FDI enterprises have helped speed up the process of national modernisation and industrialisation, apply advanced technology, and generate steady jobs and stable income for labourers.

However, because of the global economic downturn, it will be very difficult for Vietnam to maintain this upward trend in 2009. The rate of disbursed FDI capital against registered FDI capital is expected to decline compared to 2008. Many licensed projects will be either delayed or put on hold or cancelled.

Phan Huu Thang, head of the Foreign Investment Agency under the Ministry of Planning and Investment says that despite difficulties in the country and the world, the trend of investing in Vietnam remains positive in 2009 as the country has the advantage of socio-political stability. He emphasises that there will be good prospects for medium and long-term FDI projects in Vietnam through 2010.

However, FDI in 2009 is forecast to decrease remarkably compared to 2008, standing at around US$20 billion and disbursed capital at US$11-12 billion.

ASEAN Tourism Forum kicks off

Hanoi (VNA) – The ASEAN Tourism Forum (ATF 2009) kicked off in Hanoi on Jan. 9 after an opening statement by Deputy Prime Minister Nguyen Thien Nhan in front of over 2,000 delegates.


 

Addressing the opening ceremony, Vietnamese Deputy Minister of Culture, Sports and Tourism Tran Chien Thang said ASEAN tourism over the recent years has been making rapid progress, creating an important impetus to the socio-economic development and contributing to increasing mutual understanding and cultural exchange, as well as to strengthening peace and stability in the region.

Extolling cooperation efforts by national tourist agencies, Thang said the region’s tourist industry have recorded higher growth rates than the world’s average.

In 2007, ASEAN received more than 62 million visitors, increasing 59.7 percent over 2000. Of the figure, the number of visitors from the region’s member countries made up 40 percent.

Tourism is considered by many member countries as an important economic sector.

The deputy minister stressed that 2009 would be the final date for ASEAN to complete the roadmap of building the ASEAN community, thus this year’s AFT would be an ideal venue for the regional tourist managers to discuss issues of common concern and give new initiatives to turn ASEAN into a tourist destination.

Vietnam’s legislative body active in parliamentary diplomacy

Da Nang (VNA) – The Vietnam National Assembly (NA) received 50 delegations from 21 countries and sent 43 delegations abroad to boost bilateral cooperation with legislative bodies in other countries in 2008.


 

The figures were reported at a seminar on parliamentary diplomacy, co-organised by the NA’s External Relations Committee and the European Commission, in central Da Nang city on Jan. 8-9.

In terms of multilateral cooperation, Vietnam has joined eight inter-parliamentary organisations. The Vietnamese legislative body has taken an active part in the organisations’ operation with useful initiatives and recommendations.

The NA’s efforts, together with governmental and people-to-people diplomatic activities, have assisted the country’s development and boosting the regional and international integration process.

The Secretary General of the Inter-Parliamentary Union Anders B. Johnson, was among the speakers, talking on the origin, the development and the current situation of parliamentary diplomacy.

The representatives from the French National Assembly’s Inter-Parliamentary Cooperation Unit, Deniel Petit and Frederic Slam, shared France ’s experiences in inter-parliamentary cooperation.

Please give us Vietnam’s reaction?
 
Answer:
We are deeply concerned over this information.

 

As you know, Vietnam has sufficient historical evidences and legal grounds to affirm its sovereignty, sovereign rights and other legal rights over the Paracel and Spratly archipelagos.
         
 While making efforts to negotiate a basic and long-lasting solution to all disputes in the Eastern Sea, the parties concerned should maintain stability and refrain from any activities that might further aggravate the situation. 

 

2. Question: Please confirm the news of  Cali Today (on 5 January 2009) quoting Vice Minister of Foreign Affairs Vu Dzung that one year after becoming the non-permanent member of the UN Security Council, Hanoi has decided to send soldiers to join UN peace keeping forces in the near future?
    
 
Answer:
Firstly, it should be clear that the news of Cali Today is a fabrication. Vice Minister of Foreign Affairs Vu Dzung did not grant any interviews related to the issue as reported. Vietnam is now in the process of finalizing its preparation so as to effectively join some UN peace keeping activities in accordance with Vietnam’s conditions and capacities.

 

3. Question: Please confirm the information on January, 7th – 8th, 2009. about 2000 local people of Xuan Quang, Phung Cong and Cuu Cao Communes, Van Giang District, Hung Yen Province, held a protest against land confiscatation for project 500ha Van Giang urban, commercial and touristic area and that on January 7th, during the protest, one woman from Phung Cong Commune was beaten and hospitalized for emergency treatment.

 

Answer:
In implementing the 1431 resolution issued on June 25th , 2004, Hung Yen People’s Committee approved the project to build a 18 kilometre-long Hanoi-Hung Yen interprovincial road, serving social and economic development of Hanoi, Hung Yen province as well as other  provinces nearby. At present, 80% of the work has been completed. On January 7th, the Hung Yen People’s Committee confiscated land in Xuan Quan, Phung Cong and Cuu Cao Commune, Van Giang District for the purpose. During the confiscation, some local people in the 3 communes gathered to protest against the clearance because they did not agree with the compensation rate offered by the People’s Committee. After hearing the explanation from the local government, they dispersed. The land confiscation as well as compensation, resettlement for the local people was implemented in conformity with legal provisions and in accordance with the local situation.

 

No one has ever been injured in this incident.

 

4. Question: Please let us know the progress of Vietnam-Japan Joint Committee on Preventing Corruption in Japan’s ODA projects in Vietnam?

 

Answer:
Vietnam and Japan have worked very closely in order to solve all the problems related to Japan’s ODA in Vietnam. On December 19th , 2008, the second meeting of Vietnam-Japan Joint Committee was held in Hanoi to discuss the issue related to preventing corruption in Japan’s ODA projects. At this meeting, both sides discussed detail measures and specific ways to prevent corruption in Japan’s ODA projects.

 

On its part, the Vietnamese Government has taken a resolute stand in the fight against corruption.

 

I hope that with close cooperation from both sides, Japan will resume its ODA to Vietnam at an early date in conformity with the agreement to build the strategic partnership between the two countries.

Vietnam, China complete border demarcation, marker planting

Chief negotiators of Vietnam and China on Dec. 31 issued a joint declaration on the completion of border demarcation and marker planting along the entire land borderline between the two countries.

The move came after a four-day talks in Hanoi between Deputy Foreign Minister Vu Dung, head of the Vietnamese governmental-level delegation on border and territory negotiations, and his Chinese counterpart, Wu Dawei.

Based on the Vietnam-China land border delimitation treaty signed in 1999 as well as the basic interests of the two countries’ people and the development of the traditional friendship, the negotiations took place in a friendly and frank atmosphere, taking into account mutual concerns and trying to mitigate negative impacts on the lives and production of residents living along the common border, said the declaration.

The two sides reached solutions acceptable to both sides to all remaining issues, thus completing the border demarcation and marker planting along the whole land border line between Vietnam and China as agreed upon by their senior leaders.

These achievements are attributable to the attention and close guidance of senior leaders of Vietnam and China , as well as unceasing efforts of the two governmental-level delegations, experts and representatives from the relevant agencies and border provinces of the two countries.

The completion of land border demarcation and marker planting is an event of historic significance in Vietnam-China relations, the declaration said.

Vietnam and China have for the first time defined a clear land boundary with a system of markers, opening up new opportunities for the development in each country, especially creating favourable conditions for their border localities to expand cooperation, economic development and friendship exchanges.

The successful settlement of the boundary issue is expected to form a firm premise for Vietnam and China to build the shared borderline into an area of long-lasting peace, friendship and stability, marking vivid evidence of the Vietnam-China comprehensive strategic partnership.

The two sides pledged to early complete and sign a protocol on border delimitation and marker planting, an agreement regarding land border management regulations and other related documents in order to realise the Vietnam-China land border treaty and nurture the time-honoured friendship.

They also agreed to continue with close coordination and cooperation to maintain peace, stability and mutual development in their border areas.

Deputy PM Khiem calls for stronger ASEAN unity

Deputy Prime Minister Pham Gia Khiem has urged members of the Association of Southeast Asian Nations (ASEAN) to join together in translating the freshly-adopted ASEAN Charter into reality.

Khiem, who doubles as Foreign Minister, emphasised this point during a ministerial meeting at the ASEAN Secretariat Headquarters in Jakarta , Indonesia , on Dec. 15, after celebrating the coming into force of the ASEAN Charter.

He said that the on-schedule deployment of the charter was of significant importance to the group’s development roadmap, to help create an ASEAN Community of peace and property.

“It is now time for ASEAN members to join hands with greater responsibility in deploying the ASEAN Charter as soon as possible, thus contributing to a closer united ASEAN Community in the interests of development and prosperity in each member country,” Khiem stressed.

On the sidelines of the meeting, Khiem met with the Indonesian Foreign Minister to discuss measures to enhance the friendship and comprehensive cooperation between the two countries.

The ad-hoc ASEAN Ministerial Meeting focused on a number of new regional mechanisms such as the establishment of member nations’ permanent representative offices in Jakarta , the coordination council and ASEAN Community councils.

Participating ministers stressed their belief that the charter will lay a legal foundation and create framework procedures for the group to strengthen its integration and meet the 2015 deadline for the establishment of an ASEAN Community.

Ministers also discussed preparations for the 14th ASEAN Summit, scheduled to take place in Thailand from Feb. 24-26, 2009. They also reviewed a number of key documents that are to be submitted to the ASEAN Summit, including a master-plan for a political and socio-cultural community of ASEAN members, a strategic framework governing an Initiative for ASEAN Integration (IAI) and steps to implement the move’s second phase between 2009-2015.

All of these documents are to be combined with the ASEAN Economic Community Master-Plan to form a roadmap towards an ASEAN Community by 2015.(VNA)

The use of independent agencies for evaluating education systems is a necessity for ASEAN member countries, said participants in the 2nd ASEAN Education Forum in Hanoi on November 19.

Vietnam, China vow to deepen cooperation

Beijing (VNA) – Vietnamese Prime Minister Nguyen Tan Dung has held talks and met with Chinese government and state leaders to discuss measures to deepen and make bilateral cooperation more efficient.

During their talks on Oct. 22 right after the red-carpet welcome ceremony for PM Dung, the Vietnamese Prime Minister and his Chinese counterpart Wen Jiabao shared their satisfaction at sound developments in all fields of bilateral relations and discussed measures to promote the two countries’ cooperative partnership.

Premier Wen Jiabao warmly welcomed Prime Minister Dung, describing his official visit to China as an important event contributing to furthering the Vietnam-China comprehensive strategic cooperative partnership under the motto of “friendly neighbourliness, comprehensive cooperation, long-lasting stability and looking towards the future” and in the spirit of “good neighbours, good friends, good comrades and good partners”.

Highly valuing the measures the Vietnamese government has taken to stabilise the macro-economy and rein in inflation, the Chinese Premier expressed his hope that the Vietnamese people will succeed in building socialism for a rich people, a strong country and a just, democratic and civilised society.

PM Dung wholeheartedly congratulated the Chinese people on their immense achievements recorded under the leadership of the Communist Party of China during 30 years of implementing the open-door policy, building the China-characterised socialism and heightening their country’s role and position in the international arena.

“ Vietnam persists in its foreign policy of independence, self-reliance, multilateralisation and diversification, attaching paramount importance to the friendly neighbourliness and comprehensive cooperation with China ,” PM Dung stressed.

He also affirmed that Vietnam will work hard to deepen and make the Vietnam-China comprehensive strategic cooperative partnership more effective under the agreed motto.

The two leaders said they were pleased with the fact that the two countries have reached a common awareness on concretising their comprehensive strategic cooperative partnership.

In this regard, they agreed on a number of important measures, including maintaining visits and meetings of high-ranking leaders, putting a telephone hotline into use as soon as possible, fully promoting the role of the steering committee for Vietnam-China bilateral cooperation and existing cooperative mechanisms between key branches, notably the diplomatic service, defence, police and security forces.

They noted on the need to further education on people, particularly young people, on the two countries’ traditional friendship, and boost friendly exchanges between branches, localities and mass organisations in a bid to preserve the Vietnam-China friendship through generations.

Accordingly, PM Dung proposed that the two countries should coordinate in organising China ’s 60 th National Day, the 60 th anniversary of Vietnam-China diplomatic ties, and Vietnam ’s 65 th National Day and soon kick-start the construction of a Vietnam-China Friendship Palace .

The two sides agreed to authorise relevant agencies to work out measures to make the two countries’ trade ties grow in a healthy manner.

The two leaders said the signing of many agreements between government ministries and sectors and economic deals inked by businesses during the visit marked a new progress in trade and economic ties between the two countries.

They assigned relevant government ministries and agencies to quickly deploy the “two corridors and one economic belt” cooperation scheme, with priority given to building economic zones, promoting trans-national tourism and sharing economic development experiences.

Though delighted with the nearly completion of demarcation along the two countries’ land border line, the leaders asked governmental-level negotiation teams, concerned branches and localities to quickly complete the remaining work.

They expected that such efforts will soon put the treaty on land border into life, thus laying a foundation for building the Vietnam – China border into the one of peace and long-term stability, contributing to cementing and deepening the comprehensive strategic cooperative partnership.

The two leaders agreed to push up negotiations for the delineation of waters off the Tokin Gulf and continue exchanging views on cooperation development in the area.

They decided to collaborate in maintaining peace and stability in the East Sea and increase cooperation in exploring and exploiting oil and gas, conducting scientific research, protecting the marine environment, organising joint patrols and rescue drills on sea, combating sea pirates, and in navy.

The two PMs also agreed to cooperate and coordinate closely to make the seventh ASEM successful.

Following the talks, PM Dung and Premier Wen witnessed the signing of eight important documents.
These included two governmental agreements on the establishment of a confidential telephone line serving the two countries’ leaders and on cross-border medical quarantine; a deal on the provision of credit for the Hanoi-Ha Dong light railway project and another on preferential credit; a deal on building the China-Vietnam trade and economic zone in Hai Phong; an agreement on cooperation between friendship associations of Vietnam and China; a deal on the construction and operation of Sao Mai-Ben Dinh port, and a strategic cooperation agreement between PetroVietnam and Chinese CNOC.

At his meeting with Party General Secretary, State President Hu Jintao, PM Dung emphasised that his visit is aimed at implementing agreements reached between the Vietnamese and Chinese Party chiefs and concretising the comprehensive strategic cooperative partnership between the two Parties and two countries.

He also said he believed that the success of the visit will contribute to lifting the traditional friendship between the two Parties and two countries to a new height.

General Secretary, President Hu Jintao warmly welcomed PM Dung’s official visit to China , affirming the visit’s importance, which, he said, is a vivid manifestation of the Vietnam-China strategic partnership and concern of the two countries’ high-ranking leaders towards boosting bilateral ties.

General Secretary, President Hu Jintao spoke highly of the results of the talks between PM Dung and Premier Wen Jiabao, adding that he welcomed measures agreed by the cabinet leaders in order to deploy the Vietnam-China comprehensive strategic partnership and promote cooperation between the two Parties and two countries in specific sectors towards higher efficiency.

The Vietnamese Party, State and people always attach importance to intensifying relations with China and will do its best to further develop the relations, PM Dung asserted.

The two sides agreed that the completion of the land border demarcation and marker planting in 2008 has great political meaning to the two countries’ ties, thus opening up new opportunities for the development of each country, especially for border areas and deepening the Vietnam-China comprehensive strategic cooperative partnership. It will also create a premise for building a peace, stability, friendship and long-lasting cooperation border lines between the two countries, they said.

Regarding sea issue, the two sides confirmed their strict compliance with the agreements and common awareness reached between the two countries’ high-ranking leaders as well as the Declaration of the Conduct of Parties in the East Sea (DOC).

The two sides pledged to maintain the existing negotiation mechanism in order to seek acceptable basic and long-lasting solutions and work together to keep peace, stability and enhance cooperation in some fields.

Defence Ministry works to raise nation’s int’l prestige

Vietnam ’s Defence Ministry has set its sights on the country’s external activities and bilateral ties at a conference in Hanoi on August 5.

Hanoi (VNA) – At the conference on defining the defence ministry’s external tasks to 2010, the ministry said it will join in multilateral, regional and international affairs in line with the UN Charter and international laws while preparing to take on obligations to the UN and its humanitarian work and disaster rescue missions.

Additionally, the ministry will take part in making and deploying the UN Security Council’s resolutions to maintain peace, stability and security in the globe in order to heighten Vietnam ’s prestige in the international arena.

The ministry stated that its external activities will consistently follow the nation’s foreign policy of independence, self-reliance, openness, multilateralisation and diversification, and international economic integration.

It vowed to continue implementing the Party and State’s external policies, pledging to make practical contributions to building the ASEAN Security Council (ASC), and join in creating and development an environment of peace and friendship in the region and the world.

By doing so, the ministry said it hoped to contribute to solidifying the international community’s trust on Vietnam and its army, and pushing up the country’s international integration while still upholding its duties to defend the nation.

Deputy PM praises dialogue partners’ aid to ASEAN


 

Singapore (VNA) – Vietnamese Deputy Prime Minister and Foreign Minister Pham Gia Khiem praised dialogue partners’ assistance to programmes promoting regional cooperation, narrowing the gap among ASEAN member countries and building the ASEAN community.

Speaking at the ASEAN Post Ministerial Conference (PMC) +10 Sessions with China, Japan, the Republic of Korea, India, Russia, the US, the EU, Canada, Australia and New Zealand on July 23, the Deputy PM said the two sides should accelerate implementation of cooperation agreements and complete ongoing negotiations as soon as possible in order to build free-trade areas to boost the two sides’ economic and commercial ties.

He said they should also create opportunities for ASEAN member countries to integrate through international trade, promote cooperation for mutual benefit, and deal with global issues and challenges, with the aim to contribute more to maintaining peace, security and development in Southeast Asia , the Asia-Pacific region and the world.

The Deputy PM said he hoped dialogue partners would continue to support and assist ASEAN to obtain its targets of building the ASEAN community and upholding its important role in regional processes.

Deputy PM Phạm Gia Khiêm to take part in UNSC’s activities

VGP - A Vietnamese delegation, headed by Deputy PM, FM Phạm Gia Khiêm, flew to New York where they will attend some activities and open debates at the United Nations Security Council (UNSC).

Deputy PM Phạm Gia Khiêm will preside over an open thematic debate on Children and Armed Conflict (CAAC). The debate, scheduled on July 17 and participated by UN Secretary General Ban Ki-moon, will consider the report of the France-chaired Working Group.

Besides, Deputy PM Khiêm will have some bilateral meetings with representatives of some countries, UN Secretary General, UNSC President and leaders of some UN agencies, including UNDP and ECOSOC, in order to promote bilateral and multilateral relations.

As informed by the Ministry of Foreign Affairs, Việt Nam plans to chair another open debate on the Middle East on July 22.

Việt Nam is the first country in Asia and the second in the world who signed the Convention on the Rights of the Child and its Optional Protocols. At the UN and UNSC, Việt Nam has always reiterated that CAAC should be discussed and solved in the interests of children.

Việt Nam wants to contribute to the full and effective implementation of the UN’s and UNSC’s resolutions in order to guarantee children’s rights and interests as well as build up a world for children.

Joint Statement Between the United States of America and the Socialist Republic of Vietnam


 

President George W. Bush welcomed Prime Minister Nguyen Tan Dung to the United States of America and to the White House yesterday for the fourth bilateral meeting between leaders of our two countries in as many years. The President and the Prime Minister discussed the progress made since they last met in Vietnam in 2006 and committed to specific efforts to carry this increasingly robust bilateral relationship forward. The two leaders agreed the relationship is based on a positive, growing friendship, mutual respect, and a shared commitment to pursuing constructive and multifaceted cooperation on a wide range of issues that will contribute to the development of the depth of the relationship, which is in the long-term interests of both countries. They also shared their vision and goals for a stable, secure, democratic, and peaceful Asia-Pacific region and discussed future U.S.-Vietnam contributions to that end.

The leaders welcomed the deepening economic ties, noting that two-way bilateral trade topped $12 billion in 2007 and that the United States is Vietnam's top export market. Prime Minister Dung affirmed Vietnam's resolve to maintain macroeconomic stability and determination to implement its commitments under the World Trade Organization, the Bilateral Trade Agreement, and the Trade and Investment Framework Agreement; improve its legal system; and create conditions favorable for foreign investors and trade growth.

The two leaders agreed that trade and economic ties are significant to the bilateral relationship. They announced that the United States and Vietnam would initiate negotiations toward a Bilateral Investment Treaty, signaling our commitment to open investment regimes and fair, non-discriminatory, and transparent treatment of foreign investment. President Bush affirmed that the United States is seriously reviewing Vietnam's request to be designated as a beneficiary of the Generalized System of Preferences program, and he acknowledged Vietnam's request to be accorded Market Economy Status. They noted the importance of efforts within the Asia-Pacific Economic Cooperation (APEC) forum to promote free and open trade and investment, including the prospect of a Free Trade Area of the Asia-Pacific. President Bush reiterated the United States' general opposition to restrictions on food exports at a time of rising prices. The two leaders called on all countries to join in the effort to solve the world food problem. President Bush reaffirmed the United States' commitment to pursuing actions to maintain or expand existing assistance levels and to address the underlying conditions contributing to high food prices.

The two leaders discussed expanding and strengthening our senior-level dialogues. They endorsed the creation of new political-military and policy planning talks, which will allow for more frequent and in-depth discussions on security and strategic issues. The two leaders noted the benefit of an open and candid dialogue on issues relating to human rights and fundamental freedoms. President Bush and Prime Minister Dung agreed on the importance of the rule of law in modern societies, and President Bush underscored the importance of promoting improved human rights practices and conditions for religious believers and ethnic minorities. Prime Minister Dung informed President Bush of the policies and efforts made by Vietnam in this area, and President Bush took note of Vietnam's efforts to date and encouraged further progress. On the occasion of the 60th anniversary of the Universal Declaration on Human Rights, the two leaders reaffirmed their commitment to promoting and securing fundamental human rights and liberties.

The two leaders were pleased with the successes of Vietnamese Americans and noted their contribution to the promotion of the relationship between the two countries. President Bush welcomed these contributions and reiterated the U.S. government's support for Vietnam's national sovereignty, security, and territorial integrity.

President Bush expressed appreciation for Vietnam's cooperation in our joint humanitarian effort to achieve the fullest possible accounting for Americans who remain missing in action and Vietnam's willingness to carry out additional measures, noting that the Joint Field Activities have allowed for the identification and repatriation of the remains of 629 U.S. soldiers and reaffirmed the U.S. government's continued assistance in obtaining information for Vietnam's own accounting efforts. Prime Minister Dung highlighted the United States' assistance in this area as well. Prime Minister Dung applauded bilateral progress in addressing environmental contamination near former dioxin storage sites in Vietnam, particularly the ongoing implementation of $3 million in U.S. funding for environmental remediation and health projects.

President Bush congratulated Prime Minister Dung on his country's two-year membership on the United Nations Security Council. The two leaders reaffirmed that the two countries will continue consultations on the pressing issues that will face the Security Council. The Prime Minister informed the President that Vietnam is completing the preparatory process for its effective participation in UN peacekeeping operations. Prime Minister Dung thanked President Bush for the invitation for Vietnam to participate in the Global Peace Operations Initiative (GPOI), through which Vietnam will participate in training courses and other activities on peacekeeping operations. President Bush noted the ongoing visit of the humanitarian ship the USNS Mercy to Vietnam.

The two leaders expressed their wish to enhancing further U.S. relations with the Association of Southeast Asian Nations (ASEAN), and President Bush expressed his appreciation for Vietnam's active role in ASEAN. The two leaders discussed the areas of cooperation with ASEAN, including humanitarian assistance and Cyclone Nargis. President Bush reiterated that the United States is willing to work with ASEAN, the United Nations, and other non-governmental organizations to bring additional, much-needed humanitarian assistance to those affected by the devastating cyclone, and they discussed the need for entry and prompt access to all international aid workers to the disaster area.

The two leaders underscored the importance of cooperation on education and agreed to launch a high-level bilateral Education Task Force that will chart a roadmap and identify effective modalities for enhanced U.S.-Vietnam education cooperation. The two leaders also welcomed the continued success of the Fulbright Program in Vietnam and the growing number of Vietnamese students who choose to study in the United States. President Bush underscored the importance of a future Peace Corps program in Vietnam. Prime Minister Dung agreed in principle to the President's proposal on such a program and that the two sides will continue discussion to finalize related arrangements.

Prime Minister Dung thanked President Bush for assistance under the President's Emergency Plan for AIDS Relief (PEPFAR), noting that many people in Vietnam, including vulnerable children, are now receiving care, support, anti-retroviral treatment.

The President expressed his commitment to continue the development of intercountry adoption cooperation between the United States and Vietnam that ensures the best interests of the child, respects his or her fundamental rights, and prevents the abduction and trafficking of children. The Prime Minister underscored that Vietnam shares these goals and stressed that Vietnam will speed up preparations for an early accession to the Hague Convention on Intercountry Adoptions. The Prime Minister also welcomed U.S. technical assistance in facilitating this step.

Prime Minister Dung thanked President Bush for the United States' assistance on Vietnam's Atomic Energy Law as well as for technical information and training on nuclear safety.

Finally, the two leaders discussed cooperation on climate issues. Prime Minister Dung and President Bush welcomed the commencement of the Delta Research and Global Observation Network (DRAGON) project in Vietnam, which will establish an institute at Can Tho University to cooperate on training and research to produce healthy ecosystems and sustainable deltas. The two leaders also agreed to work together to promote Vietnamese climate change adaptation and mitigation efforts, including the formation of a new subcommittee under the bilateral Science and Technology Agreement to discuss and coordinate joint initiatives.

Vietnam, China issue joint statement


 

Beijing (VNA) – Vietnam and China on June 1 released a joint statement on the official friendship visit to China by General Secretary of the Communist Party of Vietnam Central Committee Nong Duc Manh from May 30-June 2.

The joint statement wrote: “The two sides reached a broad common awareness of relations between the two Parties and States, as well as international and regional issues of mutual concern. The two sides agreed that the visit was of success and will surely have a profound and positive influence on deepening Vietnam-China comprehensive ties in the new stage, as well as upon peace and development in the region and the world at large.

“The two sides emphasised the path of socialist development in line with characteristics of each nation is a correct choice, meeting the fundamental interest of the two countries’ people. The Vietnamese side appreciated the great achievements China has recorded over the past 30 years of implementing the reform and open-door policy; and firmly believes that the Chinese people will surely obtain new, greater achievements in socialist construction imbued with Chinese characteristics and achieve the goal of building a comprehensive well-to-do society. The Chinese side applauded the great achievements of historical significance that Viet Nam has gained during the renewal process, strongly believes that the Vietnamese people will gain new, greater achievements in socialist construction and successfully fulfill the goal of a rich people, a strong country and a fair, democratic and civilised society.

“The Vietnamese side expressed deep sympathy and sincere regard to China for great losses in humans and poverty caused by the serious earthquake in Sichuan province and believes the fraternal Chinese people will quickly overcome the aftermath of the natural disaster and stabilise their lives. Vietnam applauded China ’s careful preparations for the 2008 Beijing Olympic and will continue to give strong support to China ’s bids to successfully organise the sports event. The Chinese side expressed sincere thanks for Vietnam ’s sentiments and support.

“The two sides expressed satisfaction at the great achievements in developing the friendly neighbourliness and comprehensive cooperation between the two Parties and States over the past years. They affirmed that the Vietnam-China friendship is a valuable asset of the Parties, the States and the people of the two countries that needs to be preserved and upheld. The two sides agreed to develop the Vietnam-China strategic and comprehensive cooperative partnership under the motto of "friendly neighbourliness, comprehensive cooperation, long-term stability, and looking towards the future” and in the spirit of "good neighbours, good friends, good comrades, good partners". The two sides are unanimous in firmly grasping the right development direction of bilateral ties to ensure long-term, stable and healthy development of the two countries’ relationship.

“The two sides agreed to continue with mutual support and assistance in areas, increase mutual comprehensive understanding, and deepen cooperation for mutual benefit, thus helping the two countries together develop, to succeed in socialist construction in each country. “The two sides emphasised the need to maintain the tradition of close meetings between Party and State leaders; declared to set up hotlines between Vietnamese and Chinese leaders. The two sides agreed to bring into full play the role of the Steering Committee on Vietnam-China Bilateral Cooperation, build a master plan on and comprehensively promote the two countries’ cooperation in all spheres, and build mechanisms for exchanges and cooperation between relevant Party agencies. The two sides will conduct in-depth exchanges on theoretical and practical experiences of socialism and Party building, national management; continue to well organise theoretical seminars between the two Parties; and boost cooperation in managerial training. The two sides will promote a mechanism on effective cooperation between foreign affairs, national defence, police and security sectors; expand cooperation in the fields of economy, trade, science, technology, culture and education; increase friendship exchanges between the youth, the pioneers, and other mass and people’s organisations; and jointly organise activities to increase public awareness of the friendship between the two countries’ people.

“The two sides expressed their satisfaction at the development of the two countries’ trade-economic cooperation in recent years; agreed to continue pushing implementation of the agreement on expanding and deepening bilateral economic cooperation to early discuss, sign and effectively implement the “five-year plan on trade-economic cooperation development between Vietnam and China” to define key cooperation sectors and projects, and to further lift the scale and level of trade and economic cooperation.

“The two sides agreed in the spirit of reciprocal supplement of priviledge, mutual interests and together winning, to actively seek new areas of cooperation to boost commercial growth and keep increasing two-way trade turnover; and at the same time to take practical and effective measures to improve commercial structure for a balanced development of bilateral trade.

“The two sides actively support and encourage businesses of the two countries to engage in long-term cooperation for mutual benefits in infrastructure, manufacturing, human resources development, energy, mineral ore processing and other key areas.

“The two sides will boost cooperation in such projects as the Dak Nong bauxite project, projects within the “two corridors, one economic belt” framework and other key projects.

“The two sides affirmed to foster cooperation within economic mechanisms in the region, inter-regions and the world at large.

“On this occasion, the two sides signed an agreement between the Government of the Socialist Republic of Vietnam and the Government of the People’s Republic of China on cooperation in flora quarantine and protection, an agreement between the two governments on animal quarantine and veterinary cooperation, and a number of other economic and commercial deals relating to China’s provision of preferential credits and preferential buyers’ loans to Vietnam.

“The two sides expressed satisfaction at basic completion of land border demarcation; agreed to tighten cooperation to solve remaining matters and accelerate work to fulfil, on schedule, the target of fully completing landmark planting along the land borderline of the two countries in 2008 and to early sign a new regulation on border management in order to build a land border of peace, friendship and cooperation between the two countries.

“The two sides will continue well implementing the “Treaty on Tonkin Gulf Demarcation” and the “Treaty on Fishery Cooperation in the Tonkin Gulf”, well conducting join examinations and investigation of aquatic products sources within the common fishing ground as well as joint patrols between the two countries’ naval forces in the Tonkin Gulf; accelerate the implementation of the “framework agreement on oil and gas cooperation in agreed zones in the Tonkin Gulf”, striving to early gain practical results in jointly exploring and exploiting oil and gas structures crossing the Tonkin Gulf delineation line; keep normal fishing operations in order, actively implement cooperation in fishing, environmental protection and search and rescue work at sea in the Tonkin Gulf.
“The two sides will continue firmly accelerating negotiations on delineation of the sea off the Tonkin Gulf , actively exchanging views on cooperation for mutual development, and early starting a joint survey of this area.

“The two sides agreed to strictly abide by related common understanding of the two countries’ leaders, keep the situation in the East Sea stable, continuously maintain negotiation mechanisms on sea issues, through peaceful negotiations, persistently seek a basic and long-lasting solution that can be accepted by the two sides while actively studying and debating cooperation issues for mutual development in order to reach proper models and sectors.

“The Vietnamese side affirmed its consistent one-China policy and its support for the major cause of China unification and resolutely rejected activities targeting an independent Taiwan in any form; Vietnam has never developed and will not develop any official relations with Taiwan. The Chinese side welcomed Vietnam’s stand.

“The two sides expressed satisfaction at the two countries’ cooperation in regional and international works. The two sides affirmed to continue fostering cooperation and coordination at multi-lateral forums such as the United Nations (UN), the Asia-Pacific Economic Cooperation (APEC), and the China-Association of Southeast Asian Nations (ASEAN), work together to maintain and boost peace, prosperity and development of the world.”

Ha Long Bay remains top in world wonders voting


 

HCM City (VNA)- Vietnam’s Ha Long Bay has continued to hold the top position in the vote for the new world natural wonders through the website www.new7wonders.com.

In support of the national campaign for the UNESCO-recognised World Heritage site to win another prestigious title, the Electricity Vietnam Telecom company (EVN Telecom) launched an assistance programme in Ho Chi Minh City on April 6-7.

The internet services provider installed computers in six locations to provide voting opportunities for visitors. The computers, accompanied with entertainment activities, are expected to draw greater public participation in the voting.

Agent Orange victims call for full legal support


 

Ha Noi (VNA)- The Viet Nam Agent Orange/Dioxin Victims’ Association has called on the Government to work out policies that take into account toxic chemical consequences and victims’ sacrifice to the nation.

The association has said it is keeping in touch with US attorneys for Vietnamese A/O victims in a lawsuit against US chemical companies and raising fund for this purpose.

In support of the move, the association has been conducting a general survey to know the exact number of the victims.

The lawsuit saw the US Appeals Court opened a testimony on June 18, 2007, in which victims received strong support from the entire Vietnamese nation and international friends with a long list of signatures.

Last year the association received over 62 billion VND in aid, set up humanitarian kindergartens for victims’ children and financially support over 7,000 victims in housing, production and daily life.

The funding was also used to provide free medical check-ups and treatment and wheel-chairs for victims in difficult circumstances.

160,000 OVs to come back home for Tet

Around 160,000 overseas Vietnamese are expected to visit their homeland during Tet (Lunar New Year holiday), an increase of over 20,000 people over last year’s Tet, said the Committee for Overseas Vietnamese Affairs (COVA) on January 10.

The COVA will join the Viet Nam Fatherland Front Central Committee and the Viet Nam Television to organise a ceremony to welcome overseas Vietnamese at the National Conference Centre in Ha Noi on January 31.

The meeting is expected to draw the participation of over 1,000 Vietnamese from countries and territories worldwide.

The committee said it also plans to invite some 50 OVs who had made significant contributions to the national defence and construction to return home to welcome the New Year festival, visit beautiful places in different parts of the country and meet with the Party and State leaders.

The committee will coordinate with the Ministry of Culture, Sports and Tourism to send art troupes to Japan and France to serve Vietnamese communities during Tet.(VNA)

RoK continues to top investors list in Viet Nam


 

Ha Noi (VNA) – The Republic of Korea (RoK) topped the list of 82 foreign investors in Viet Nam in 2007 for the second consecutive year with 403 projects capitalised at a record of nearly 4.2 billion USD.

This is the highest yearly figure since RoK investors marked their presence in Viet Nam in 1988.
Aside from new investment, RoK enterprises poured an additional 467 million USD into their existing projects in the country, according to the Foreign Investment Department under the Ministry of Planning and Investment.

The RoK’s investment structure has changed with remarkable increases in both the number of projects and investment capital in real estate and other key industries such as energy, chemicals, petrochemical and steel production instead of the traditional focus on garment and footwear.

The East Asian country has also attracted attention for its large-scale projects. Charmvit Group recently began work on a 500 million USD project to build the 27-storey Ha Noi Plaza Twin Towers which will house a five-star hotel and a high-end office building while Keangnam Group invested 1 billion USD in building an office and hotel complex near the new International Convention Centre in Ha Noi.

According to Hong Ki Hwa, President of the Korea Trade-Investment Promotion Agency (Kotra), Viet Nam has become an attractive destination for foreign investors thanks to many advantages, including low-cost labour, an improved investment environment, a rapid economic growth and an ideal geographical position at the centre of the ASEAN bloc.

A recent survey by the Korea Trade Association showed that in the future, Viet Nam will be the second most attractive address for RoK enterprises, after China . At the moment, many large groups from the RoK such as Posco, Samsung, Lotte and Kumho Asiana are present in Viet Nam .

However, RoK investors are worried about poor infrastructure and high land price in Viet Nam in addition to the lack of information and language barrier.

To address those concerns, the Government has focused on upgrading and developing infrastructure, including electricity and water supply systems as well as traffic works and ports, to facilitate investment activities, said Nguyen Thi Bich Van, Deputy Director of the Foreign Investment Department.

Human resource training is also high on the list of the government’s priorities in the coming time, she added.
As well as cutting down import taxes on goods in line with the country’s commitments to the World Trade Organisation (WTO), Viet Nam will continue implementing its roadmap to open the service market, including telecommunications, transport, banking, insurance and securities services.

Overseas remittances expected to reach $7.5 billion this year


 

Remittances from the Viet kieu (Overseas Vietnamese) community this year could exceed US$7.5 billion, according to media sources.

Based on figures from local commercial banks, the National Committee for Overseas Vietnamese, remittances from the Viet kieu community to HCM City this year could amount to $6 billion.

According to a recent story in the New York Times, remittances from overseas Vietnamese to Viet Nam in 2006 reached $6.82 billion, just behind the Philippines ($14.8 billion), for all countries in Southeast Asia.

In all of Asia, Viet Nam ranks fourth in the amount of remittances, behind India ($24.5 billion), China ($21.07 billion) and the Philippines.

Nguyen Hoai Bac, director of the Canadian-based Cavitours Trading Corp., said remittances to Viet Nam this year could reach $10 billion.

Remittances are often brought each year to Viet Nam from the 1 million overseas Vietnamese returning to the country every year.

Each year Viet Nam sends from 80,000 to 100,000 guest labourers to these countries.

According to Vietcombank, in the first 11 months of 2007, remittances to Viet Nam through this channel reached $950 million and is expected to amount to $1.05 billion for the entire year, a 60 per cent increase compared with 2006.

Vietcombank accounts for 18 to 20 per cent of the total remittances to Viet Nam through the local commercial banks.

Remittances through Sacombank in the first 11 months reached $840 million and is expected to rise to $950 million for the entire year.

According to figures from the National Committee for Overseas Vietnamese, remittances to Viet Nam through official channels rose from nearly $4 billion in 2005 to $5.2 billion in 2006. - VNS

United Nations continues to support to Vietnam to meet its human rights commitments


 

On International Human Rights Day and less than one month before the start of the 60th anniversary year of the Universal Declaration of Human Rights, the United Nations in Viet Nam vowed continued support to Viet Nam to meet its human rights commitments even further.

"Viet Nam has made tremendous social and economic progress, and shown great leadership by ratifying several key international human rights treaties," said UN Resident Coordinator John Hendra. "As Viet Nam rapidly moves to a country of middle income status, it is important that future growth be as inclusive as possible so that all Vietnamese women, men and children fully benefit from Viet Nam's progress. The United Nations system stands ready to both assist Viet Nam in meeting its international commitments and in its continued efforts to enable all Vietnamese people to enjoy their rights enshrined nearly 60 years ago in the Universal Declaration of Human Rights."

The theme for International Human Rights Day 2008, "Dignity and justice for all of us," reinforces the vision of the Universal Declaration of Human Rights (UDHR) as a commitment to universal dignity and justice. The UDHR and its core values -- inherent human dignity, non-discrimination, equality, fairness and universality -- apply to all people.

Viet Nam was one of the first countries to ratify the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) and the Convention on the Rights of the Child (CRC), and has also ratified other important international human rights directives.

“We have seen enormous progress made for children in the country but more work needs to be done to make Viet Nam fit for children,” said UNICEF Representative Jesper Morch on the 18th anniversary of the CRC. “Formal mechanisms need to be created for the meaningful participation of children, whether on a macro scale at national level or on a micro scale in their communities, schools and families.”

Recently Viet Nam took an important step in complying with the CEDAW by passing the Law on Domestic violence. Ms. Suzette Mitchell from UNIFEM reiterated that, “Viet Nam has made significant progress complying with CEDAW, but to ensure that women - particularly rural women and those from ethnic minorities - are able to fully participate in political life, profit from education and health care services and be part of the labour market, additional CEDAW provisions need to be introduced for women.”

On October 22nd, 2007, Mr. Le Luong Minh, Head of the Vietnamese Delegation to the UN, signed the landmark UN Convention on the Rights of People with Disabilities. Implementation of this treaty will help more than 5 million Vietnamese people with disabilities participate more fully in society through more inclusive policies, better work opportunities, and protection from discrimination.

Since its adoption, the Universal Declaration of Human Rights has been regarded as a triumph, as it brought together, under the same banner, countries with political, religious, cultural differences, and countries even in conflict. The most translated document in history, it prohibits all forms of discrimination based on race, colour, sex, language, religion, national or social origin, property, birth, opinion or other status.

Human Rights Day is observed by the international community every year on 10 December. It commemorates the day in 1948 that the United Nations General Assembly adopted the Universal Declaration of Human Rights. (CPV)

WB report: Viet Nam’s economy growth remains strong


 

A World Bank (WB) report on East Asian and Pacific economies released on November 15 says Viet Nam ’s economy growth remains strong in 2007.

According to the WB Viet Nam report, the country’s firm development, with a GDP growth rate of 8.3 percent in the first nine months of 2007, has been fuelled by strong non-oil exports, investment and private consumption.

The country’s crude oil exports decreased by 10 percent, however, exports in agricultural products, seafood, clothing and footwear surged, the report said.

In particular, the clothing industry recorded a 32 percent increase in sales abroad during the period, putting Viet Nam in the world top ten garment exporters.

Meanwhile retail sales and services grew by nearly 23 percent and total investment rose by 16.3 percent in the year to September 2007, representing 42.5 percent of GDP. Investment by the domestic private sector increased by nearly 28 percent and now accounts for about 17 percent of the GDP.

According to the WB, the US is the biggest market among Viet Nam’s trade partners, making up nearly a fifth of the total, followed by EU, ASEAN and Japan. It is also Viet Nam’s largest garment market, accounting for almost 60 percent.

WB also said the development of Viet Nam’s stock market had experienced “a dramatic boom” over the last two years. By the end of September, stock market capiltalization had surpassed 22 billion USD, or 32.4 percent of the estimated GDP along with a rapid increase of earnings of the listed companies.-(VNA)

ASEAN determines to speed up fight against terrorism

 

ASEAN member countries are committed to speeding up the fight against terrorism and will continue to cooperate with international community, particularly the United Nations in this effort, a representative from the bloc affirmed.

Ambassador Le Luong Minh, Permanent Representative of Viet Nam to the UN, made the statement on behalf of the ASEAN member countries at the Sixth Committee of the 62nd Session of the General Assembly on Agenda Item 108 "Measures to Eliminate International Terrorism.

Ambassador Minh said the Association of Southeast Asian Nations (ASEAN) encourages other UN member states and the UN system to step up cooperation for full realization of the action plans and measures identified in the UN's Global Counter-Terrorism Strategy.

He stressed that ASEAN member countries strongly condemn terrorism in all its forms and manifestations, adding: "We have always been firm in our position that measures to be taken against terrorism must be comprehensive, balanced and in compliance with international law, particularly the principles of national sovereignty, territorial integrity and non-interference in the internal affairs of States."

The diplomat also highlighted the ASEAN's stance that the root causes of terrorism should be addressed and that terrorism cannot and should not be associated with any religion, nationality, civilization or ethnic groups.

Ambassador Minh affirmed that fighting terrorism and other related crimes is always a priority for ASEAN and during the past year, ASEAN member countries spared no efforts in building and strengthening coordination and cooperation in this regard, both within and outside the region.

He noted that a delegation of the UN Counter-Terrorism Executive Directorate, which has just wrapped up a fact-finding tour in Viet Nam, commended Viet Nam for its commitment to combat terrorism and willingness to cooperate with the UN.

In its preliminary conclusions, the delegation recognized the efforts that Viet Nam had made, and continued to make, to improve its legal and institutional framework through its national judicial reform strategy, as well as operational mechanism, to deal with terrorism, the ambassador added.

According to him, the Vietnamese agencies concerned are assessing findings and recommendations of the delegation in order to submit to the Government measures of implementation. (Quan doi Nhan dan)

UN envoy praises “One UN Initiative in Viet Nam”
 

 

United Nations Resident Coordinator Mr. John Hendra said that the implementation of the “One UN Initiative in Viet Nam” has made significant progress.

The “One UN Initiative” was launched at least in part to better harmonize the activities of the United Nations Agencies, Funds and Programmes as a means of achieving greater focus, efficiency and development, Hendra said in an interview with Viet Nam News Agency.

He said Viet Nam has been at the forefront of United Nations reform at the country level for two years now. It started with the Vietnamese Government’s approval in 2005 of the Ha Noi Core Statement on Aid Effectiveness, which calls on donors to better align to national development strategies and national systems, to reduce the transaction costs associated with delivering ODA, to focus more on managing for development results and to establish systems of mutual accountability.

“The UN reform process in Viet Nam is first and foremost a response to national priorities and requirements, especially as outlined in the Ha Noi Core Statement,” Hendra said.

According to the UN official, the central theme of the “One UN Initiative” in Viet Nam is to “Deliver as one” of all UN agencies, funds and programmes in Viet Nam through greater harmonization, better coordination and enhanced development of UN assistance.

In the future, all UN bodies in Viet Nam are expected to have one leader, one programme, one set of management practices, one budget, and one office.

“While there are already a number of lessons learned, by far the most important one is the critical importance of strong and concerted leadership of the Vietnamese Government and ownership of the reform effort which is the main reason why reform in Viet Nam has advanced as far as it has,” Hendra stressed.

However, during the process of implementing UN reform in Viet Nam, there remain challenges that need to be overcome, Hendra said.

“Real reform is tough and to continue to progress we really need to be prepared to invest, invest and invest more in reform. On a practical level, we are asking staff from all across the UN family, already facing significant workloads, to devote extra time and energy to moving the One UN Initiative forward,” he said.

He continued that the other challenge is try to find a way to work within each of UN respective agency systems and procedures, as each agency has very different approaches to how they do things.

“For example, most Agencies use custom-made software systems for financial reporting. This hampers our efforts to deliver and report as ‘one’,” Hendra said.

Another challenge is “to keep our eye on the prize” – that is to ensure that the “One UN Initiative” leads to maximizing the policy, advocacy and normative impact the United Nations can have on some of the most critical challenges facing Viet Nam today, he added.

The UN Resident Coordinator elaborated that all UN staff working in Viet Nam had a meeting to discuss the overall One UN Initiative in June of this year.

“Both myself and my fellow Heads of Agencies participating were struck by both the enthusiasm and critical interest shown by staff. What we have found in the midst of this challenge is incredible resolve and commitment from our staff here to make reform work so that we can better serve the people of Viet Nam,” he said.

Hendra confirmed that the UN bodies in Viet Nam are working hard with the Vietnamese Government and the international community to provide effective and efficient support to the country.-(VNA)

Overseas Vietnamese welcome visa exemption policy

 

Like many of their countrymen over the world, Vietnamese nationals living in Belgium have cheered a governmental decision to grant visas exemptions to overseas Vietnamese as from September 1.

The decision was signed by Prime Minister Nguyen Tan Dung on August 17.

“The visa exemption policy lifts the spirits of those living far from the motherland,” said Nguyen Manh Hung, General Secretary of the Hoa Sen (Lotus) Association in Belgium.

He said Vietnamese nationals abroad were delighted to hear President Nguyen Minh Triet’s announcement on the exemption of visas for overseas Vietnamese during his visit to the US in June this year, adding that they are looking forward to the day the policy comes into effect. For overseas Vietnamese, the visa exemption is a keystone policy under the Political Bureau’s Resolution 36. It demonstrates the Party’s and the State’s concerns towards the overseas Vietnamese community.

Luu Hoang Trong, a Vietnamese resident in Liege, said the move will create more favourable conditions for him and his family to visit the homeland. He said it will save him a lot of time as he will no longer have to go to the Vietnamese Embassy in Brussels to apply for visa.

“Leaders of the Party, the State and Government have fulfilled their promises to overseas Vietnamese, proving a thorough understandings of their needs and sentiments towards the homeland,” said Nguyen Thi Hien, a Vietnamese resident in Namur.

Ha Minh Hao from Liege, who often returns to Viet Nam to visit her family, said she was very happy to learn of the visa exemption. “I will become a “shuttle” between Belgium, where I am living now, and my homeland Viet Nam thanks to more simple procedures.”

Sharing feelings with other overseas Vietnamese, Nguyen Trung Dung – a scientific collaborator in Liege University, and Hoang Anh Dung – a doctor in Erasme hospital, said they were grateful to the State for their consideration for Vietnamese intellectual communities abroad like them.

Both of them are currently taking part in cooperative projects with their fellow-countrymen in Viet Nam and often return to their homeland as part of the projects.

The decision will encourage Vietnamese nationals abroad to use their positions as cultural bridges to boost relations between Viet Nam and the countries they reside in during the country’s international integration process, as well as to make further contributions to the national development and construction of the homeland, they said.

Vietnamese Ambassador to Belgium Phan Thuy Thanh told a Viet Nam News Agency reporter that the embassy has done its utmost to have everything ready before the visa exemption deadline comes along.-(VNA)

Visa exemption for overseas Vietnamese to go ahead

 

Prime Minister Nguyen Tan Dzung on August 17 gave the nod to a new regulation that will grant visa exemptions to Overseas Vietnamese from September 1.
Ethnically Vietnamese people that hold foreign passports and foreign nationals who are their husbands, wives and children will benefit from the new policy.
A certificate must be obtained by the passport holders for the exemption to be utilised. The certificate will be valid for five years. Overseas Vietnamese will be granted a maximum of 90-day length of stay with extensions available inside the country.
In order to be granted visa exemption certificates at Vietnamese representative offices abroad, overseas Vietnamese need to submit one of three following documents: a document that proves they are ethnically Vietnamese; a guarantee by overseas Vietnamese associations based in the country where they are residents of or by a Vietnamese citizen; and a document by authorised foreign agencies certifying that they are ethnically Vietnamese.
Husbands, wives and children of Vietnamese people living abroad will also need to submit documents that prove their relationship to the Vietnamese member of their immediate family.
Expecting a rush on representative offices abroad, the Committee for Overseas Vietnamese has sent 200,000 visa exemption certificates to Vietnamese embassies overseas.
The move to exempt visas for overseas Vietnamese is part of the Government’s efforts to speed up the implementation of the Politburo’s Resolution No. 36 on tasks relating to overseas Vietnamese. The visas exemption policy was announced by President Nguyen Minh Triet during his visit to the US on June this year.
According to the Committee for Overseas Vietnamese, there are currently close to three million overseas Vietnamese who have mostly settled in the US, France, Australia and Canada. Around 500,000 overseas Vietnamese return to Viet Nam each year. (VNA)

Overseas Vietnamese enjoy more favourable conditions in homeland

 

The country and every locality have over recent years carried out various activities to encourage overseas Vietnamese to return and make contributions to homeland.
The remark was made at a conference held in central Khanh Hoa province on August 20 to review thee years of executing the Politburo’s Decree 36-ND/TW and the Government’s action plan on overseas Vietnamese-related works in the central and Central Highlands regions.
Participants at the conference were reported that the central and Central Highlands provinces have created all favourable conditions for overseas Vietnamese people by providing them special treatment in accordance with the laws on investment, enterprise, house and land purchase.
Reports made at the conference also pointed out shortcomings at certain provinces and required more active media campaigns to increase public awareness of this issue.-(VNA, VOV)
